12.20.010 - Animals at large.¶
No person within any public park shall, unless by written permission of the City Clerk, hitch, fasten, lead, drive or let loose any animal or fowl of any kind. Dogs shall not be permitted within any public park except for leashed service dogs and dogs in designated dog parks.

12.20.020 - Riding horses—Vehicles.¶
No person within any public park shall, unless by written permission of the City Clerk, ride or drive any horse or any other animal or drive or propel any vehicle, motor scooter, motorcycle or bicycle except in areas which may be specially designated for such purposes.

12.20.030 - Firearms—Fireworks.¶
No person within any public park shall, unless by written permission of the City Clerk, carry or discharge any firearms, firecrackers, rockets, torpedoes or any other fireworks, or air gun or slingshot; provided, however, that such permits may only be issued for such items as may be lawful under the laws of the State and the ordinances of the City.

12.20.040 - Injury to public property or plants.¶
No person within any public park shall, unless by written permission of the City Clerk, cut, break, injure, deface or disturb any tree, shrub, plant, rock, building, cage, pen, monument, sidewalk, paved area, fence, bench or other structure, apparatus or property; or pluck, pull up, cut, take or remove any shrub, bush, plant or flower, or mark or write upon, paint or deface in any manner, any building, monument, fence, bench, sidewalk, paved area or other structure, or cut or remove any wood, turf, grass, soil, rock, sand, gravel or fertilizer.

12.20.050 - Picking flowers.¶
No person shall pick any flower or flowers growing in any public park, or place, of the City, except by the express authorization of the Superintendent thereof.

12.20.060 - Fires.¶
No person within any public park shall, unless by written permission of the City Clerk, make or kindle a fire except in picnic stoves or fireplaces provided for that purpose.

12.20.070 - Camping or lodging.¶
No person within any public park shall camp or lodge therein, unless by written permission of the City Clerk.

12.20.080 - Food preparation—Disposal of wastes.¶
No person within any public park shall cook, prepare, serve or eat any food except at places provided therefor, or discharge any waste liquids, wash dishes or other utensils elsewhere than in the sinks provided for such purposes or leave garbage, cans, bottles, papers or other refuse elsewhere than in receptacles provided therefor.

12.20.090 - Conduct of games.¶
No person within any public park shall play, practice or engage in any baseball, softball, football, soccer ball, volleyball, golf or other game excepting at such places as shall be especially designated or set apart for such purpose, unless by written permission of the City Clerk; provided, however, that nothing herein contained shall be construed as requiring such written permission for such informal games as "catch," "toss ball" or other similar nonoffensive games when participated in by not to exceed four persons when same are conducted in such a manner as not to disturb or annoy other persons present in such public park.

12.20.100 - Boisterous and indecent conduct.¶
No person within any public park shall indulge in riotous, boisterous, threatening, or indecent conduct, or abusive, threatening, profane, or indecent language, or operate any radio or musical instrument in such a manner as to disturb in any manner any picnic, meeting, services, concert, exercise or exhibition.

12.20.110 - Handbills and circulars.¶
No person within any public park shall distribute any handbills or circulars, or post, place or erect any bills, notice, paper, or advertising device or matter of any kind, unless by written permission of the City Clerk.

12.20.120 - Meetings, concerts or exhibitions.¶
No person within any public park shall hold any meeting, service, concert, exercise or exhibition, unless by written permission of the City Clerk.

12.20.130 - Model airplane flying.¶
No person shall fly or cause to be flown, any model airplane, whether powered by a gasoline or electrical engine, or otherwise, within any public park, without written permission of the City Clerk.

12.20.140 - Hours.¶
As a general rule, parks shall be open to the public every day of the year between the hours of 5:00 a.m. and 10:00 p.m. However, the City Administrator, may at his/her reasonable discretion, extend or limit such hours for any park or portion of any park. It shall be unlawful and a misdemeanor for any person to enter, be or remain in any park during the time when such park is closed, unless the person has obtained a permit therefor from the City Administrator, or the Administrator's designee. Park closing hours shall be posted at park entrances.

12.20.150 - Emergency closing.¶
A. The City Council, the City Administrator, the Chief of Police or the Fire Chief, or their designees, may direct any park or designated portion thereof to be closed, or at certain times, or from time to time, when he/she shall find that the closing is reasonably necessary for the proper conduct of any activity by the City, to protect public property or natural resources within the City park, or any private or public property, or natural resources in the vicinity of the park, from damage, or to preserve the public peace or safety in said park or portion of a park or in the vicinity thereof. Such emergency closing or limitation on hours of opening by any of the aforementioned authorities, other than the City Council, shall not continue in effect after the close of the next regular meeting of the City Council unless the City Council, by resolution, shall affirm the closing or limitation on hours with or without modification.
B. When a City park or portion thereof is closed to the public by the City Council, the City Administrator, the Chief of Police, or the Fire Chief, or their designees pursuant to the above-authority or any other proper authority, it shall be unlawful and a misdemeanor for any person to enter the park or closed portion thereof, after notice of such closing or fail or refuse to promptly leave the same when requested to do so by any guard, watchman, custodian, special officer, police officer or other person authorized by the City Council, the City Administrator, the Chief of Police, the Fire Chief, or their designee.
