10.04.010 - Reference to County traffic ordinance.¶
Reference is made to Title 15 of the Los Angeles County Vehicle and Traffic Code, known as "the traffic ordinance," being an ordinance regulating traffic upon public highways.

10.04.020 - Los Angeles County Vehicle and Traffic Code adopted.¶
Title 15 of the County of Los Angeles Code entitled "Vehicle and Traffic" as that title currently exists, and/or as it may be amended from time to time by the County of Los Angeles, is hereby adopted by reference, as the Vehicle and Traffic Code of the City of Hawaiian Gardens. Notwithstanding the foregoing, Chapter 10.36 (Oversized Vehicle Parking Regulations) of this Code shall govern in the event of a conflict between Chapter 10.36 and any other provision set forth in Title 15 of the Los Angeles County Code.

10.04.030 - Traffic markings, signs confirmed—Section of County traffic ordinance deleted.¶
A. All traffic markings, stop signs and traffic signs which are existing in the City on the date of incorporation thereof which were erected and placed by the officers and officials of the County are declared to be the official traffic signs and regulations of the City, and all matters pertaining thereto are ratified and confirmed by the City Council.
B. The following sections of County Ordinance No. 6544, known as "the traffic ordinance," are deleted: Section 3203; Section 3204; Section 3305.

10.04.031 - Curb marking authorization.¶
A. The City Engineer is authorized to install and/or remove parking and standing regulations for distances of 100 feet or less wherever the Engineer finds that parking would unduly hamper the free flow of traffic, result in a special traffic hazard, or endanger public health or safety. The City Engineer is authorized to direct the Public Works Superintendent to apply and/or remove paint to/from the curb for a distance not to exceed 100 feet, and any related or supporting signs as deemed necessary. The Code requires staff to notify members of the City Council and members of the Public Safety Commission, via email, ten days prior to painting the curb. Any councilmember may appeal the decision of the City Engineer on whether to establish a parking or standing regulation to the City Council. The City Council shall consider the appeal. The City Council's decision shall be final.
B. The City Engineer is authorized, subject to the provisions and limitations of this chapter, to place, and when required in this section shall place, the following curb markings to indicate parking or standing regulations, and curb markings shall have the meanings as set forth in this section:
"Red" means no stopping, standing or parking at any time except as permitted by the Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus zone.
"Yellow" means no stopping, standing or parking at any time between 8:00 a.m. and 6:00 p.m. of any day except Sunday and holidays, except that loading or unloading of passengers for a period not to exceed three minutes, and loading or unloading of materials for a period not to exceed 20 minutes are permitted.
"White" means no stopping, standing or parking for any purpose other than loading or unloading of passengers; or for depositing mail in an adjacent mail box, and in such cases for a period not to exceed three minutes. Such restrictions shall apply between 8:00 a.m. and 6:00 p.m. of any day except Sunday and holidays.
"Green" means no standing or parking for longer than 20 minutes at any time between 8:00 a.m. and 6:00 p.m. of any day except Sunday and holidays.
C. When the City Engineer, as authorized under this chapter, has caused curb markings to be placed, no person shall stop, stand or park a vehicle adjacent to such legible curb marking in violation of such markings.

10.04.040 - Overnight parking—Washing vehicles on public streets—Sections of County traffic ordinance deleted.¶
A. Overnight parking. Section 15.64.060 of the Los Angeles County Vehicle and Traffic Code, restricting overnight parking, is repealed.
B. Washing vehicles on public streets. Section 15.76.130 of the Los Angeles County Vehicle and Traffic Code, prohibiting the washing of vehicles on public streets, is repealed.

10.04.050 - Schedule of civil penalties and additional assessments for parking…¶
Chapter 15.200 of Title 15 of the Los Angeles County Code establishing a schedule of civil penalties and additional assessments for parking violations is deleted. The City Council shall establish fines and penalties applicable in the City by resolution.
