§ 2.40.010. Establishment—Functions, powers and duties.¶
It is hereby found and declared that there is a need for the Guadalupe Industrial Development Authority, created by Section 91520(b) of the California Industrial Development Financing Act, being Title 10 (Section 91500 et seq.) of the California Government Code (the "Act"), and that such authority shall function in the City. Such authority is hereby authorized to transact business and to exercise all powers permitted by law.

§ 2.40.020. Referendum—Statutory authority.¶
Pursuant to Section 91520(b) of the Act, this chapter is subject to the provisions for referendum set forth in Sections 4051 through 4059 of the California Elections Code.
