4.48.010 - Permit required.¶
No person shall dig up, break, excavate, tunnel, undermine any street or public place without first obtaining an excavation permit from the City Engineer. All excavations shall be subject to inspection by the City Engineer. Actual costs of such inspection will be paid by the permittee. Before a permit is issued for excavations, the permittee shall deposit with the City an amount computed based on the rates stated in the schedule in Section 4.48.020. Public service companies shall be billed for the costs of permit and inspection fees at the end of each month for the permits issued to such companies during the previous month.

4.48.020 - Fees set by resolution.¶
The permit and inspection fees for street excavations shall be set by resolution of the City Council.

4.48.030 - Cash deposits.¶
Before an excavation permit is issued, the applicant shall deposit with the City Finance Department a cash deposit in the amount to be determined by the City Engineer to secure proper repairs of the street cut. The minimum amount of such deposit shall be set by resolution of the City Council. Such deposit shall be refunded to the permittee upon request 24 months after completion and acceptance of the project.

4.48.040 - Violation of Section 12.08.310.¶
Violations of Section 12.08.310 regarding noise, dust and debris, are an infraction.
