10.04.010 - Headings.¶
Chapter and Section headings contained in this Chapter shall not govern, limit or modify, or in any manner affect the scope, meaning or intent of any Chapter or Section hereof.

10.04.020 - Vehicle Code definitions.¶
Whenever any words or phrases used in this Chapter are not defined in this Chapter, but are defined in the Vehicle Code of the State as of the effective date of the ordinance adopting the provisions codified in this Chapter, such definitions as they so exist are incorporated in this Chapter and shall be deemed to apply to such words and phrases as used in this Chapter as though set forth in this Chapter in full.

10.04.030 - Definitions.¶
Whenever in this Chapter the following terms are used, they shall have the meaning respectively ascribed to them in this Chapter:
A. "Alley" means a public thoroughfare, not exceeding 25 feet in width, for the use of pedestrians and/or vehicles, which affords only a secondary means of access to the abutting property.
B. "Bus loading zone" means that space adjacent to a curb or edge of a roadway reserved for the exclusive use of buses during the loading or unloading of passengers.
C. "Chapter" means this Chapter, unless the Chapter of some other Title of this Code or law is indicated.
D. "Council" means the Council of the City of Grand Terrace.
E. "Engineer" means the City Engineer of the City of Grand Terrace.
F. "Holidays" include the 1st day of January, the 12th day of February, the 22nd day of February, the 30th day of May, the 4th day of July, the 1st Monday in September, the 9th day of September, the 12th day of October, the 11th day of November, the 25th day of December, Thanksgiving Day, and any day proclaimed a holiday by the President of the United States or the Governor of California.
G. "Loading zone" means the space adjacent to a curb or edge of a roadway reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
H. "Official traffic-control devices" means all signs, signals, markings and devices not inconsistent with this Chapter, placed or erected by authority of a public body or official having jurisdiction for the purpose of regulating, warning or guiding traffic.
I. "Official traffic signals" means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed, and which may be equipped with a flashing feature which when operated discontinues normal signal operation and causes the flashing of any predetermined combination of signal lights, and which is directed by authority of a public body or official having jurisdiction.
J. "Park" means to leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.
K. "Passenger loading zone" means the space adjacent to a curb or edge of a roadway reserved for the exclusive use of vehicles during the loading or unloading of passengers.
L. "Section" means a Section of this Chapter, unless the Section of some other ordinance or law is specified.
M. "State Department of Transportation" means the Department of Transportation of the State of California.
N. "Stop" means the complete cessation of motion.
O. "Stop or stand" means any stopping or standing of a vehicle, whether occupied or not, except where necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.
P. Time. Whenever certain hours are named in this Chapter, they shall mean standard or daylight-saving time as may be in current use in the City.
Q. "Vehicle Code" means the Vehicle Code of the State of California.
R. "Designated bike lane" means a public or private land designated by the City Council and Department of Public Works and marked substantially in the manner prescribed by the Vehicle Code of the State of California.

10.04.040 - Obedience required.¶
It is a misdemeanor for any person to do any act forbidden by, or fail to perform any act required by this chapter.

10.04.050 - Applicability to governments.¶
The provisions of this chapter shall apply to the driver of any vehicle owned by or used in the service of the United States Government, the state or any county or city. It is unlawful for any such driver to violate any of the provisions of this chapter except as otherwise permitted in this chapter or by state statute.

10.04.060 - Exempted vehicles.¶
A. The provisions of this chapter regulating the operation, parking and standing of vehicles shall not apply to any vehicle that has qualified under the Vehicle Code as an authorized emergency vehicle, when any such vehicle is operated in the manner specified in the Vehicle Code in response to an emergency call.
B. The exemption set out in subsection A of this section shall not, however, protect the driver of any such vehicle from the consequences of his wilfull disregard of the safety of others.
C. The provisions of this chapter regulating the parking or standing of vehicles shall not apply to any vehicle of the city of Grand Terrace, any vehicle of the county transportation department or of the State Department of Transportation, while necessarily in use for construction, repair work, survey work or traffic engineering investigations on any highway or any vehicle owned by the United States while in use for the collection, transportation or delivery of the United States mail.
