4-4.401 - Through streets and stop intersections.

(a) The Council may designate by resolution any street, or part of a street, under the jurisdiction of the Council as a through street and any intersection under the exclusive jurisdiction of the Council as a stop intersection.

(b) There is hereby established an "Official List of Through Streets" and an "Official List of Stop Intersections" to be maintained in the office of the City Clerk. The City Clerk shall cause all through streets and stop intersections designated by Council resolution pursuant to subsection (a) of this section to be recorded on the appropriate list, including in such record the name of the through street and the part thereof so designated, the street or streets at each stop intersection on which a stop is required, and the number and date of adoption of the resolution making the designation. Whenever any through street or stop intersection designation is revised or deleted by Council resolution, the City Clerk shall cause such revision or deletion to be recorded on the appropriate list.

(c) Such lists and the record of adoptions, revisions, and deletions of through streets and stop intersections recorded thereon as provided in this section shall be prima facie evidence of the existence and legality of the designations of the named streets and intersections as through streets and stop intersections and of the legality of the placement of the stop signs posted in accordance with such designations. Such lists as established and amended shall be deemed incorporated into and made a part of this article.

4-4.402 - Stop signs—Through streets.

The City Superintendent or other City official having charge of public works shall cause to be placed and maintained a stop sign at or near the entrance of each intersecting street into a through street, unless traffic is controlled at all times at such intersection by an official traffic control signal; except that at the intersection of two (2) or more through streets stop signs shall be placed and maintained at or near the entrance of any such through street or streets to such intersection as the Chief of Police or other City official having charge of traffic engineering shall determine upon the basis of a traffic study to determine the stop sign location or locations which will best facilitate traffic flow and the protection of persons and property.

4-4.403 - Stop signs—Stop intersections.

The City Superintendent or other City official having charge of public works shall cause to be placed and maintained a stop sign or signs at each stop intersection at or near each entrance thereto of the street indicated for the location of such stop sign or signs in the resolution adopted pursuant to subsection (a) of Section 4-4.401 of this article designating such stop intersection.

4-4.404 - Stop signs—Erection and placement.

All stop signs erected under the authority of this article, and all roadway markings in connection with such stop signs, shall conform to the requirements of the Vehicle Code of the State as to design and placement.

4-4.405 - Yield-right-of-way signs.

The Chief of Police, or other City official having charge of traffic engineering, is authorized to cause to be erected and maintained a yield-right-of-way sign whenever he determines, on the basis of a traffic study, that a yield-right-of-way sign is needed. The erection of any such sign shall conform to the provisions of the Vehicle Code of the State and any regulation of the Department of Transportation of the State governing the placement of yield-right-of-way signs.
