4-4.101 - Definitions.¶
For the purposes of this chapter, unless otherwise apparent from the context, certain words and phrases used in this chapter are defined as follows:
"Alley" means any street less than twenty (20) feet in width between property lines.
"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of, and while actually engaged in the loading or unloading of passengers or materials.

4-4.102 - Vehicle Code definitions.¶
Whenever any words or phrases used in this chapter are not defined in this article but are defined in the Vehicle Code of the State, and amendments thereto, such definitions are hereby incorporated in this article and shall be deemed to apply to such words and phrases as though set forth in this article in full.

4-4.103 - Authority of the Police Department, Fire Department, and other officers.¶
Officers of the Police Department and such other persons as are designated by the Chief of Police are hereby authorized to direct all traffic by voice, hand, audible, or other signal in conformance with the traffic laws; provided, however, in the event of a fire or other emergency, or to expedite traffic, or to safeguard pedestrians, officers of the Police Department or members of the Fire Department may direct traffic as conditions may require, notwithstanding any provision to the contrary set forth in this chapter or in the Vehicle Code of the State.

4-4.104 - Obedience to certain officers.¶
No person shall fail or refuse to comply with or to perform any act forbidden by any lawful order, signal, or direction of a traffic or police officer, or a member of the Fire Department, or a person authorized by the Chief of Police or by law.

4-4.105 - Exemptions for certain vehicles.¶
(a) Emergency Vehicles. The provisions of this chapter regulating the operation, parking, and standing of vehicles shall not apply to any vehicle operated by the Police Department or Fire Department, any public ambulance, any public utility vehicle, or any private ambulance, which public utility vehicle or private ambulance has qualified as an authorized emergency vehicle, when any vehicle mentioned in this section is operated in the manner set forth in the Vehicle Code of the State in response to an emergency call. Such exemptions shall not, however, relieve the operator of any such vehicle from the obligation to exercise due care for the safety of others or the consequences of his willful disregard for the safety of others.
(b) Construction, Repair, and Post Office Vehicles. The provisions of this chapter regulating the parking or standing of vehicles shall not apply to any vehicle of a City department or public utility while necessarily in use for construction or repair work or any vehicle owned or operated by the United States Post Office Department while in use for the collection, transportation, or delivery of United States mail.
