12.12.010 - Installation of curbs and gutters or gutters in conjunction with building construction.¶
Standard curb and gutter shall be installed, or, standard gutter or curb shall be installed, where same does not now exist, on all street frontage or properties for which building permits for the following classes of work are issued:
A. Commercial, industrial buildings on vacant properties;
B. Replacements of existing commercial or industrial buildings;
C. Conversion of existing residential occupancies to commercial occupancies;
D. All buildings intended for residential use.

12.12.020 - Driveway approaches.¶
Standard concrete commercial or residential driveway approaches shall be included in such curb and gutter construction where driveways exist or are proposed for use by owners or permittees.

12.12.030 - Sidewalks.¶
Standard concrete sidewalks shall be installed in accord with the policies of the city as to placement and design on all street frontages on properties on which building permits for the following classes of work are issued:
A. New commercial or office buildings, or parking developments on vacant property;
B. Replacement of existing commercial or office buildings, or conversion to parking usage;
C. Conversion of existing residential occupancies to commercial, office, or parking occupancies;
D. New commercial or office buildings or parking facilities or uses on properties created by lot splits or subdivisions.

12.12.040 - Condition of building permit issuance.¶
The installations set out in this chapter shall be a condition of building permit issuance, and final inspections shall not be performed for building, electrical, or plumbing work involved in the permitted construction until required sidewalk, curb and gutter, or gutter and driveway approach construction is completed to city standards; provided, that the city administrator may allow the delay of the installation of curbs and gutters in front of residential property for a period of two years, if the curbs and gutters in front of the property will not be connected with curbs and gutters on contiguous property, and; provided, that the property owner deposits a cash bond or surety bond in an amount to be determined by the city administrator to insure the installation of said curbs and gutters when the city deems it feasible and desirable to install said curbs and gutters.
