10.60.010 - Restrictions on large trucks parking in residential areas.

It is unlawful to leave, park, cause or allow to be parked any commercial vehicle of more than two- ton capacity commonly described as a truck, truck and trailer, trailer or tractor whether attended or unattended on any public street, highway or dedicated alley or other public right-of-way within the city except in front of those commercial properties fronting on Visalia Road and Farmersville Boulevard.

10.60.020 - Vehicles containing toxic and/or hazardous substances—Obtaining permits from chief of police.

A. It is unlawful to leave, park, cause or allow to be parked any vehicle on public or private property within any residential area of the city which contains a hazardous material which has been assigned an identification number in the United States Department of Transportation's Emergency Response Guidebook (DOT-P 5800.2) "Hazardous Materials" 1980, or explosives and hazardous materials as defined in Section 353 of the California Vehicle Code, or explosives and hazardous wastes or substances as defined by regulations adopted pursuant to Section 25141 of the California Health and Safety Code.

B. As each such section or guidebook is amended, republished or re-enacted, from time to time unless the owner or operator of the vehicle obtains from the chief of police a permit authorizing the vehicle to be parked for a specific period of time.

C. The chief of police shall have complete discretion in determining whether the vehicle shall be authorized to receive a permit and shall consider such matters in his determination as the public's health and safety, the security with which the hazardous material is maintained, how the material is secured against potential vandalism, whether the material is explosive, and the relative toxicity or stability of the substance.

10.60.030 - Enforcement.

The chief of police of the city shall cause those individuals vested with the duty or authority to issue traffic violations within such city to conform to the provisions of this chapter.
