10.76.010 - Definitions.

The following words and phrases shall have the meanings set forth in this section, and if any word or phrase used in this chapter is not defined in this section, it shall have the meanings set forth in the California Vehicle Code; provided, that if any such word or phrase is not defined in the vehicle code, it shall have the meaning attributed to it in ordinary usage.

A. "Terminal" means any facility at which freight is consolidated to be shipped or where full load consignments may be loaded and off-loaded or at which the vehicles are regularly maintained, stored or manufactured.

B. "Interstate truck" means a combination of vehicles consisting of a truck tractor and semitrailer, with or without an additional trailer, which conforms to the conditions of Section 35401.5 of the California Vehicle Code.

C. "Traffic engineer" means the traffic engineer of the city or his authorized representative.

D. "Caltrans" means the State of California Department of Transportation or its successor agency.

E. "California Vehicle Code" means the vehicle code of the state of California as adopted and amended from time to time.

10.76.020 - Purpose.

The purpose of this chapter is to protect the health, safety and welfare of the residents of the city be setting minimum standards for the use of city streets by interstate trucks. To this end, this chapter and the provisions thereunder shall be liberally construed. It is additionally the intention of the city council to minimize the wear and tear on city streets due to increased usage by certain interstate trucks while still providing the fullest possible access for city residents and businesses utilizing the benefits and services of such traffic.

10.76.025 - Prohibition.

The city prohibits the use of any interstate truck upon the streets under its jurisdiction except on specifically designated routes as provided in this chapter. The designation of an approved route shall be evidenced by specific signs posted at the initial entrance points to the city on those routes.

10.76.035 - Approved routes.

Within the city approved interstate truck routes shall be Visalia Road and Farmersville Boulevard; except that, no interstate truck shall be allowed to turn off said route onto another route or onto any other arterial or collector street that transverses the route.

10.76.045 - Nonexclusive regulation.

This chapter is not the exclusive regulation of the city streets. It shall supplement and be in addition to the other regulating ordinances or statutes heretofore or hereafter enacted by the state, county or other legal entity or agency having jurisdiction.
