Section 3.1. General Manager.

The General Manager shall implement and carry out the policies of the Board. The General Manager shall plan, direct, coordinate and administer the activities of the District including the design and construction of all works and field operations, and do related work as required.

The General Manager shall have charge of and supervise the administration and all operations of the District; shall plan and carry out all construction work when authorized by the Board necessary or proper to carry out the purposes of the District; shall make such recommendations to the Board concerning the affairs of the District as the General Manager may deem advisable and shall prepare and submit to the Board an annual budget estimate, monthly agenda, and such other reports as may be required by that body; and shall perform such other duties as may from time to time be required by the Board and as required by law.

In the absence of the General Manager, the General Manager’s designee shall assume the duties and responsibilities of the General Manager during such absence.

Section 3.2. Assistant General Manager.

The Assistant General Manager shall be directly responsible to the General Manager. Under the direction of the General Manager, he or she shall direct and supervise the administration and operations of the District have charge of and supervise the administration and all operations of the District; shall plan and carry out all construction work when authorized by the General Manager necessary or proper to carry out the purposes of the District; shall make such recommendations to the General Manager concerning the affairs of the District as the Assistant General Manager may deem advisable and shall prepare and submit to the General Manager an annual budget estimate, monthly agenda, and such other reports as may be required by that body; and shall perform such other duties as may from time to time be required by the General Manager and as required by law.

Section 3.3. Operations Manager.

The Operations Manager shall be directly responsible to the Assistant General Manager. Under the direction of the Assistant General Manager, he or she shall plan, direct and coordinate the activities of the operations, construction and maintenance departments, and shall perform related work as required.

Section 3.4. Finance Manager/Administrative Services Manager.

The Finance Manager/Administrative Services Manager shall be directly responsible to the Assistant General Manager. Under the direction of the Assistant General Manager, he or she shall plan and administer the District’s general accounting system, District budget, water rates, utility billing, and customer service, and make studies and reports and assist the Assistant General Manager as required. The Finance Manager/Administrative Services Manager monitors current District Policies, implements new policies when applicable and effectively communicates these policies to staff, other agencies and the general public.

Section 3.5. Senior Engineer.

The Senior Engineer shall be directly responsible to the Assistant General Manager. Under the direction of the Assistant General Manager, he or she shall provide engineering advice and services as needed by the District. The Senior Engineer may also be referred to as the District Engineer.

Section 3.6. Additional Staff.

The District may retain additional employees as it may deem appropriate.

The District may retain attorneys, engineers, independent certified public accountants, financial consultants and such other professionals, as it may deem appropriate.
