Sec. 8.52.010. - Purpose.¶
The purpose of this chapter is to provide the County with criteria to govern decisions relating to the approval or disapproval of electrical distribution lines of 100,000 volts or more pursuant to Public Utilities Code § 12808.5.

Sec. 8.52.020. - Definition.¶
The term "transmission or electrical distribution lines," as used in this chapter, means any lines, poles, accessory structures or other facilities for the transmission or distribution of electrical energy of more than 100,000 volts, all as referenced in Public Utilities Code § 12808.5.

Sec. 8.52.030. - Hearing and application.¶
In addition to any other requirement of law, including local ordinance, if a district plans to construct transmission or electrical distribution lines in the County, the district shall hold the hearing required by Public Utilities Code § 12808.5. In addition to the notice requirements of Public Utilities Code § 12808.5, the district shall specifically send notice of the hearing to the County Board of Supervisors at least ten days prior to the hearing. At the close of the hearing, the district shall submit a copy of the proposed plan for facilities and of any action taken at the hearing to the Board of Supervisors. Within 60 days from receipt of such information, the Board of Supervisors shall conduct a public hearing, receive evidence, and adopt a resolution approving, approving an alternative, or disapproving the proposed facilities. The resolution adopted pursuant to this section shall contain findings concerning:
A. The consistency of the proposed facilities with the County general plan and applicable redevelopment and specific plans;
B. Whether there are feasible alternatives to the proposal;
C. Whether the proposal will adversely affect the public health, safety and welfare of the citizens of the County. In determining the impact on the public health, safety or welfare, the Board of Supervisors may consider, but not by way of limitation, the impact of the project on aesthetics, economics, public health and safety, and impacts on the environment, wildlife, flora and fauna.
