Sec. 6-21. - Effect of article on authority to stamp frame numbers.¶
Nothing in this article shall prohibit the bicycle licensing agency from stamping numbers on the frames of bicycles for identification purposes.

Sec. 6-22. - License required.¶
No person shall operate or use a bicycle as defined in section 6-1 on any of the streets of the city without a valid license.

Sec. 6-23. - Issuance of license.¶
(a) The city, through the chief of police, shall designate a bicycle licensing agency to issue bicycle licenses upon request by the bicycle owner.
(b) The chief of police may authorize regularly licensed bicycle dealers to purchase blocks of licenses and upon the sale of a bicycle issue a license and forward within ten (10) days of the issuance thereof the required copies of the registration to the police department.

Sec. 6-24. - Dating of licenses.¶
All bicycle licenses issued in accordance with this article shall be dated the first day of January of the year issued.

Sec. 6-25. - Effect of license.¶
A bicycle license issued pursuant to this article shall entitle the licensee to operate such bicycle upon the streets of the city in accordance with traffic regulations therefor.

Sec. 6-26. - Expiration of licenses.¶
A bicycle license issued pursuant to this chapter shall be renewed on January first of the third year following the year of registration.

Sec. 6-27. - Record of licenses.¶
The police department shall keep a record of each bicycle license number issued pursuant to this article, the date of issuance of each bicycle license, the city identification number and manufacturer's serial number of the bicycle, the make, type and model of the bicycle and the name and address of the licensee. Records shall be maintained by the police department during the period of validity of the license or upon notification that the bicycle no longer is to be operated.

Sec. 6-28. - Initial license fee.¶
For the first registration and license issued pursuant to this article, the city council may, by resolution, establish a fee to be paid for such registration and license. In the event no fee is established, there shall be no fee due pursuant to this section.

Sec. 6-29. - Fee for duplicate license.¶
For a lost or destroyed bicycle license plate or other identifying marking, a new license number shall be issued for which the city council may, by resolution, establish a fee to be paid for the issuance of such duplicate license. In the event no fee is established, there shall be no fee due pursuant to this section.

Sec. 6-30. - Transfer fee.¶
When there is a transfer of ownership, the new owner shall obtain a new registration and license for the bicycle for which the city council may, by resolution, establish a transfer fee. In the event no fee is established, there shall be no fee due pursuant to this section.

Sec. 6-31. - Disposition of fees.¶
All bicycle license fees collected under this article shall be retained by the city and shall be used for the support of this chapter. In addition, fees collected shall be used to improve bicycle safety programs and establish bicycle facilities including bicycle paths and lanes within the limits of the jurisdiction.

Sec. 6-32. - Bicycle licensing agency to attach license, issue registration card.¶
It shall be the duty of the bicycle licensing agency to attach a bicycle license to the frame of each bicycle sold to issue a corresponding registration card to the licensee upon the payment of the license fee required by this article.

Sec. 6-33. - Removal of license.¶
A bicycle license required by this article shall remain attached during the valid period of such license.

No person shall remove, destroy, mutilate or alter any bicycle license plate, seal or registration card during the time in which such plate, seal or card is operative.

Sec. 6-35. - Application for transfer of registration.¶
It shall be the duty of the purchaser or transferee of a bicycle previously licensed in accordance with this article to apply for a transfer of registration therefor within ten (10) days of the sale or transfer.

Sec. 6-36. - Registration card, information to be submitted upon sale, transfer of…¶
It is the duty of every person who sells or transfers ownership of any licensed bicycle to report such sale or transfer within ten (10) days thereof by returning to the police department the registration card issued to such person as licensee, together with the name and address of the person to whom the bicycle was sold or transferred.

Sec. 6-37. - Change of address.¶
Whenever the owner of a bicycle licensed pursuant to this chapter changes his address, he shall within ten (10) days, notify the police department of the old and new address.
