Sec. 6-1. - Definition.¶
A "bicycle," for the purposes of this chapter, means any device upon which a person may ride which is propelled by human power through a system of belts, chains or gears and which has wheels at least twenty (20) inches in diameter and a frame size of at least fourteen (14) inches.

Sec. 6-2. - Report of sales by dealers.¶
All persons engaged in the business of selling new or secondhand bicycles are hereby required to make a report to the police department within ten (10) days after each sale giving a copy of the bill of sale or sales slip of all sales made by such dealers, which bill of sale or sales slip shall include:
(a) The name and address of each person to whom a bicycle was sold;
(b) The make, type and model of the bicycle;
(c) The manufacturer's serial number, together with the city identification number thereof, if any;
(d) The number of the license plate attached thereto, if any.

Sec. 6-3. - Buyers of secondhand bicycles to secure sales slip, file report; contents…¶
Persons engaged in the business of buying secondhand bicycles are hereby required to secure a bill of sale or sales slip and to make a report within ten (10) days after purchase to the police department specifying:
(a) The name and address of the person from whom each bicycle is purchased;
(b) The make, type and model of the bicycle;
(c) The manufacturer's serial number, together with the city's identification number, if any;
(d) The number of the license plate found thereon, if any.

Sec. 6-4. - Operation on sidewalks.¶
No person shall operate a bicycle as defined in section 6-1, upon any of the sidewalks of the city.

Sec. 6-5. - Carrying more than one person.¶
Bicycles shall not carry more than one person, except bicycles constructed for more than one person.
Sec. 6-6. - Clinging to moving vehicles.¶
No rider of a bicycle, while riding the same, shall hold onto any other vehicle while the same is moving upon any public street or highway in the city.
Sec. 6-7. - Removing, destroying, mutilating, altering identification or serial numbers.¶
No person shall willfully or maliciously remove, destroy, mutilate or alter the city identification or manufacturer's serial number of any bicycle frame licensed pursuant to this chapter.

Sec. 6-8. - Violations and penalty.¶
Any person violating or failing to comply with any provisions of this chapter or committing any act or omission to act declared unlawful by this chapter is guilty of an infraction.
