El Centro Municipal Code Div. 1 Generally

For the purpose of this article, the following words and phrases shall have the meanings respectively ascribed to them in this section:

Improvement. The word "improvement", when used in reference to trees or shrubs, shall be taken to include the planting, removal or maintenance of such trees or shrubs and any or all acts necessary thereto.

Maintenance; maintain. The words "maintenance" or "maintain", when used in reference to trees or shrubs, shall be taken to include clipping, spraying, fertilizing, irrigating, propping, treating for disease or injury and any other similar acts which promote the life, growth, health or beauty of such trees or shrubs.

Public street. The term "public street" shall include all public streets, avenues, highways, alleys, walks and lanes in the city.

The department of public works shall have full power and authority over the planting, removal and maintenance of trees and shrubs in or upon any public street in the city.

The department of public works shall have the right and power to establish rules and regulations relating to the planting, removal and maintenance of trees and shrubs in or upon any public street in the city. It shall be unlawful for any person to fail, neglect or refuse to comply with such rules and regulations so established.
