Sec. 23-51. - Plan—Generally.¶
The numbering of residences and places of business in the city shall be in accordance with the following plan:
(a) North side of street extending east from First Street. The numbering of residences and places of business on the north side of all streets extending east from First Street shall commence with the number 100 within the first twelve and one-half (12½) feet east of First Street and run with the even numbers consecutively, east to the corporate limits of the city.
(b) South side of streets extending east from First Street. The numbering of residences and places of business on the south side of all streets extending east from First Street shall commence with the number 101 within the first twelve and one-half (12½) feet east of First Street and run with the odd numbers consecutively, east to the corporate limits of the city.
(c) North side of streets extending west from First Street. The numbering of residences and places of business on the north side of all streets extending west from First Street shall commence with the number 100 within the first twelve and one-half (12½) feet west of First Street and run with the even numbers consecutively, west to the corporate limits of the city.
(d) South side of streets extending west from First Street. The numbering of residences and places of business on the south side of all streets extending west from First Street shall commence with the number 101 within the first twelve and one-half (12½) feet west of First Street and run with the odd numbers consecutively, west to the corporate limits of the city.
(e) West side of streets extending north from Main Street. The numbering of residences and places of business on the west side of all streets extending north from Main Street shall commence with the number 100 within the first twelve and one-half (12½) feet north of Main Street and run with the even numbers consecutively, north to the corporate limits of the city.
(f) East side of streets extending north from Main Street. The numbering of residences and places of business on the east side of all streets extending north from Main Street shall commence with the number 101 within the first twelve and one-half (12½) feet north of Main Street and run with the odd numbers consecutively, north to the corporate limits of the city.
(g) West side of streets extending south from Main Street. The numbering of residences and places of business on the west side of all streets extending south from Main Street shall commence with the number 100 within the first twelve and one-half (12½) feet south of Main Street and run with even numbers consecutively, south to the corporate limits of the city.
(h) East side of streets extending south from Main Street. The numbering of residences and places of business on the east side of all streets extending south from Main Street shall commence with the number 101 within the first twelve and one-half (12½) feet south of Main Street and run with odd numbers consecutively, south to the corporate limits of the city.

Sec. 23-52. - Same—Frontage per number.¶
In determining the number to be placed upon any building, residence, entrance or place of business pursuant to the plan of numbering set out in section 23-51, one number shall be allowed for each twelve and one-half (12½) feet of frontage, except on that part of streets running east and west between Third Street and Fourth Street from, and including, the north side of Orange Avenue to the north corporate limits of the city and between Second Street and Third Street from and including the south side of Orange Avenue to the corporate limits of the city; provided, however, that, on all streets included in such exceptions, one number shall be allowed for each twenty-five (25) feet of frontage.

Sec. 23-53. - Duty of occupants to place numbers.¶
The occupant of each residence or place of business in the city shall place upon such residence or place of business, in a conspicuous place, a number in figures not less than two and one-half (2½) inches in length, which number shall conform to the plan set out in this article.

Sec. 23-54. - Enforcement of article.¶
The assistant community development director shall see that the provisions of this article are complied with.
