Sec. 22-200. - Definitions.¶
For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section:
City manager shall mean the city manager of the City of El Centro, California, or his designee.
Health department shall mean the health department for the County of Imperial, California.
Health officer shall mean the health officer for the County of Imperial, California.
Person shall mean any person, firm, corporation or any county, municipal corporation or public district of the state.
Sanitary facility shall mean a toilet with seat and cover and may additionally include a separate urinal. The facility shall also have a handwashing station, be approved by the health department, and be connected to an approved sewage disposal system. A chemical-type toilet, approved by the health department, also may constitute a sanitary facility.
Work shall mean the erection, construction, alteration, repair, razing, adding to, removal or demolition of any building or buildings; the construction or repair of any street, of sewers, water lines; or the improvement of any grounds for parks, playgrounds, or for any similar purpose.

Sec. 22-201. - Prerequisite to beginning work.¶
It shall be unlawful for any person to commence or proceed with any work unless before commencing or proceeding with such work adequate and suitable sanitary facilities are provided for the use of persons employed on such work.

Sec. 22-202. - Location.¶
The sanitary facilities provided as required in section 22-201 shall be located upon the site upon which the work in question is being done or in case it is impractical to locate such facilities upon the site, such sanitary facilities shall be located not more than two hundred fifty (250) feet from the site of the work.

Sec. 22-203. - Number.¶
One (1) sanitary facility shall be provided for each twenty-five (25) persons or fraction thereof, employed upon the work in question.

Sec. 22-204. - Maintenance of enclosures; toilet paper.¶
All sanitary facility enclosures provided for shall be maintained in a clean and sanitary condition at all times and shall be kept supplied with appropriate paper products.

Sec. 22-205. - Pit privies.¶
Pit privies are not permitted within the City of El Centro.

Sec. 22-210. - Discontinuance of use of chemical-type sanitary facilities.¶
Chemical-type sanitary facilities shall be removed from the job site within forty-eight (48) hours following final inspection of the construction by the building inspector. The contents of the facility shall be completely pumped out prior to removal. No one shall pump the contents of any chemical-type sanitary facility unless he/she/it possesses a permit to haul sewage issued by the environmental health services division of the county public health department. The cleaning of the facility shall not be done in a manner which would be contrary to law or cause a public nuisance.

Sec. 22-211. - Violation of article.¶
Any person violating any of the provisions of this article shall be guilty of a misdemeanor and the violation shall constitute a public nuisance. This article may be enforced by public works staff and any building inspector, code enforcement officer or peace officer.
