Sec. 22-400. - Rate schedule.

(a) The monthly sewage disposal rates for users of the city sewage system shall be as adopted by resolution of the city council.

(b) In those instances where a sewage system user has a supply of water not obtained from the city, such user shall provide at his expense a city approved meter on his system and pay a service rate based upon the amount of water used.

(c) Property outside the boundaries of the city may be connected to the city sewerage system if the city council finds that there is sufficient capacity in the system to serve such property and all requirements for connection are met. The city council may require annexation of the subject property into the city at the property owner's expense as a precondition or condition subsequent to the actual connection of the property to the sewerage system. The property owner shall pay for all labor and materials needed to implement the connection to the sewerage system and shall comply with all other applicable city codes and regulations.

Sec. 22-401. - Reservation of right to change rates and fees.

All rates and fees for use and service of the city sewerage system may be changed from time to time by resolution of the city council. However, before any change in such rates shall become effective, the applicable procedures and prerequisites set forth in Proposition 218, California Government Code Section 54990 and following shall be met.

Sec. 22-402. - Payment of bills—When due.

All sewerage service charges shall be due on the same dates as municipal water bills. For sewerage system users who have a supply of water not obtained from the city, the bill shall be due upon billing by the city. All unpaid sewage charges and fees as established by this article may be collected by placement of a lien upon the property serviced as allowed by law.

Sec. 22-403. - Same—Deposit guaranteeing payment.

Each sewerage system user hereafter applying for water services, with the exception of public agencies, and users furnishing references showing satisfactory credit to the satisfaction of the director of finance, whose determination shall be final, shall deposit cash in an amount of an estimated two (2) months billing for the sewerage service to be supplied as estimated by the city upon the same terms and conditions as provided for deposits guaranteeing payment of water bills.

Sec. 22-404. - Duties of director of finance.

The director of finance or her designee shall render bills for sewerage services and all other charges in connection therewith and to collect all moneys due thereon.

Sec. 22-405. - Disposition of funds collected.

The revenue derived from the operation of the sewerage system shall be delivered to the director of finance and deposited in the waste water treatment system fund.

Sec. 22-406. - City manager to establish rules and regulations.

The city manager may prescribe from time to time, as he shall deem necessary or desirable, additional rules and regulations and amendments thereof relating to the conditions of service, the application, administration and interpretation of rates and to the sale of treated water by the city and of products, commodities and services incidental thereto and the charges to be made therefor. Such rules and regulations shall be of general application not inconsistent with the provisions of this chapter.
