Sec. 19-16. - Creation, composition, appointment, term and vacancies—Generally.¶
There is hereby added to the library board the functions of the community services commission to be known as the library and community services board (the "board") The board shall continue to be composed of five (5) voting members as provided in section 15-2 of this City Code.
a. The initial voting members of the library and community services board shall be those members of the library board whose terms have not expired each of whom shall serve until his/her term expires.
b. Thereafter, upon appointment by the mayor, each voting board member, shall serve for a period of three (3) years from the date of appointment until June 30 of the third year thereafter
c. Vacancies shall be filled in like manner for the remaining existing term.
d. In addition to the voting members, two (2) advisory, non-voting members shall be appointed by the mayor with the approval of the city council. Each advisory member shall serve for a term of two (2) years until June 30 of the second year thereafter.
e. All appointees shall be registered voters of the city.

Sec. 19-17. - Same—Purpose; meetings; rules and regulations; compensation.¶
In addition to its functions as the board of trustees of the library, the library and community services board shall act in an advisory capacity to the city council regarding the administration of the parks and recreation services, including the administration of the community center. The conduct of meetings shall be consistent with the requirements of Education Code section 18910 et seq. As required by that section and the Brown Act (as that shall be amended from time to time), the commission shall meet regularly, shall elect officers and adopt such rules, procedures and sub-committees as it deems necessary to fully perform its purpose. The board shall keep adequate records of its proceedings and shall make at least quarterly reports of its activities. All board members shall serve without compensation. All board members are required to file Form 700 and participate in ethics training.

Sec. 19-18. - Same—Authorization to travel.¶
Members of the board may be authorized by the city council to travel at the expense of the city for the purpose of observing the parks and recreation including neighbor community center services provided by other communities, or for the purpose of attending meetings, conferences and continuing education seminars relating to the board's responsibilities.
