Sec. 19-1. - Definitions.¶
For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:
Director means the director of community services for the city.
Park means any parcel of improved or unimproved real property owned or controlled by the city, whether or not located therein, which may be used or viewed by the public for recreation, subject to necessary and reasonable rules and regulations.
Recreation means any voluntary leisure activity or inactivity undertaken by an individual or group.
Recreation center means any building or facility used for recreation shall come within the definition of "park" set forth above, and shall include "community center."

Sec. 19-2. - Limitation of use of parks and recreation centers.¶
The privilege of using any park or recreation center may be limited to permit holders under applications provided by the parks and recreation department and subject to the approval of its director and the right to charge admission or otherwise control activities therein is hereby reserved to the city.

Sec. 19-3. - Advisory committees.¶
Such other advisory committees or commissions as are from time to time deemed necessary by the city council or the director of community services may be created to serve without compensation for such purposes and in such manner as determined, provided that the city council may appoint a community center advisory committee for each recreation center which is designated a community center.

Sec. 19-4. - Violations.¶
Any person violating any of the provisions of this chapter shall be deemed guilty of an infraction.
