Sec. 17-71. - Alleys—Schedule.¶
In the alleys hereinafter described, each person, riding, driving, propelling or in charge of any vehicle shall proceed in only one direction, to wit:
(a) Westerly driving only. In the alleys between Main Street and State Street, and terminating on the east at Fourth Street and on the west at Eighth Street, such person shall proceed only in a westerly direction.
(b) Easterly driving only. In the alleys between Main Street and Broadway and terminating on the east by Fourth Street and on the west by Eighth Street, such person shall proceed in an easterly direction.

Sec. 17-72. - Same—Others to be designated.¶
(a) The chief of police is hereby authorized and empowered from time to time, upon the direction of the city council, to designate the flow or direction in one direction, of traffic in the alleys or any alley in the city.
(b) Such alleys so designated shall be marked or posted at each street intersection thereof, or as close thereto as practicable, so the operators of motor vehicles may be notified of the direction in which traffic flows in any such alley.
(c) It shall be unlawful for any operator of a motor vehicle to proceed in any direction in any such alley other than the direction designated and posted and/or marked.
