Sec. 17-1. - Trains obstructing crossings.¶
It shall be unlawful for any person to permit any engine or cars to stop or remain upon any street crossing or in crossing any street for a longer period than five (5) consecutive minutes.

Sec. 17-2. - Violation.¶
Any person violating any of the provisions of this chapter or any resolution, rule or regulation adopted pursuant to this chapter shall be guilty of an infraction and, upon conviction thereof, shall be punished as provided in section 1-12 of this Code unless the city council by resolution establishes a more specific fine or fee for said violation.

Sec. 17-3. - Consent to marking of vehicles; unlawful removal of traffic enforcement…¶
(a) Any person stopping or parking a vehicle within a public parking lane or right-of-way or a public parking [stall] is hereby deemed to have granted his or her consent to the marking of said vehicle in a nonpermanent manner for the purpose of establishing or confirming that the vehicle is stopped and/or parked in compliance with the provisions of this chapter.
(b) Any person removing the marking described in subsection (a) above, other than by removing the vehicle completely from said parking stall or stopped location by moving it into public traffic lanes, shall be guilty of an infraction.
