Sec. 17-34. - Traffic control signs.¶
Traffic control signs shall be installed upon such streets, alleys and railroad crossings in the city as the city engineer shall from time to time determine.

Sec. 17-35. - Signals at intersections.¶
Traffic control signal devices shall be installed, maintained and operated at such intersections in the city for the purposes of regulating and controlling vehicular and pedestrian traffic as the city engineer may from time to time determine.

Sec. 17-36. - Selection and placing of signals.¶
Traffic control signalling devices installed pursuant to this division shall be of the type deemed by the city engineer to be the most effective for the control and regulation of such vehicular and pedestrian traffic, and shall be erected in such a manner that the signals therefrom shall be clearly visible to approaching traffic along and upon such streets, and the sidewalk adjacent thereto.

Sec. 17-37. - Hours of operation of signals.¶
Traffic control signalling devices installed pursuant to this division at intersections designated from time to time by the city engineer shall be operated during such hours of the day and night as the chief of police shall fix and determine, from time to time.

Sec. 17-38. - Effect of signals.¶
During such times as traffic control signalling devices installed pursuant to this division are in operation, at intersections referred to in section 17-35 of this division, vehicular and pedestrian traffic shall be regulated in the manner provided by the state vehicle code for such signs.

Sec. 17-39. - Meaning of traffic signals.¶
Traffic control signals installed pursuant to this division shall have the same meanings as specified in the state vehicle code.

Sec. 17-40. - Double line.¶
(a) Adopted. The department of transportation of the state, having heretofore determined and ordered that the distinctive roadway marking hereinafter described, consisting of the double line now in use on state highways, be adopted for use on state highways to indicate no driving over such markings, such marking is hereby designated as being applicable to all streets, roads and highways under the jurisdiction of the city.
(b) Signs. Signs shall not be required in connection with such distinctive markings.
(c) Placing of markings authorized. The director of public works is hereby authorized to place such distinctive markings on any portion of the roads, highways, or streets under
his jurisdiction where the volume of traffic or the vertical or other curvature of the roadway renders it hazardous to drive on the left side of such marking or signs and markings.
(d) Driving to left of markings. Any person who drives to the left of any such marking, except as hereinabove provided, is guilty of an infraction.

Sec. 17-41. - Obedience to directions; exceptions.¶
No person shall disobey the directions of this division except when it is necessary for the purpose of avoiding a collision, or in cases of other emergencies, or as permitted under section 454 of the Vehicle Code of the State of California, pertaining to authorized emergency vehicles.

Sec. 17-42. - Crosswalks.¶
(a) For purposes of this division, the term crosswalk shall mean the portion of roadway where pedestrians are permitted to cross the street as specified in the state vehicle code; it may be marked or unmarked.
(b) The city engineer shall establish and designate marked crosswalks at all intersections by appropriate devices, marks or lines upon the surface of the roadway, where the city engineer determines from time to time that there is a need for such marked crosswalks to aid pedestrians crossing the roadway, subject to the limitations contained in section 17-43 and section 17-44 of this Code.

Sec. 17-43. - Mid-block crosswalks.¶
No mid-block crosswalks shall be established in any block except as designated by city council resolution.

Sec. 17-44. - No crossing at designated crosswalks.¶
The city council may determine that pedestrians shall not cross in a crosswalk at certain intersections where they have directed by resolution that signs be placed indicating no crossing.
