Sec. 10-1. - Entering fire lines.

When ropes have been erected surrounding a fire in accordance with the orders of the officer in command at the scene of a fire, no person, except city officials and employees in the discharge of their duties, shall have the right to enter within such ropes so surrounding such fire; provided, however, that owners of property involved or such other persons as may obtain permission of the chief of the fire department of the assistant chief may do so.

Sec. 10-2. - Self-service of certain flammables.

(a) Definitions. For the purposes of this section the following words and phrases shall have the meanings respectively ascribed to them by this section:

Class I flammable liquid or substance. The term "class I flammable liquid or substance" shall be taken to mean any liquid or substance with a flash point below twenty-five (25) degrees Fahrenheit, closed cup tester.

Class II flammable liquid or substance. The term "class II flammable liquid or substance" shall be taken to mean any liquid or substance with a flash point above that for a class I flammable liquid or substance and below seventy (70) degrees Fahrenheit, closed cup tester.

Class III flammable liquid or substance. The term "class III flammable liquid or substance" shall be taken to mean any liquid or substance with a flash point above that for a class II flammable liquid or substance and below one hundred seventy-eight (178) degrees Fahrenheit, closed cup tester.

Flammable liquid or substance. The term "flammable liquid or substance" shall be taken to mean any liquid or substance with a flash point below one hundred eighty-seven (187) degrees Fahrenheit, closed cup tester.

Flash point. The term "flash point" shall be taken to mean the lowest temperature to which a liquid or substance must be heated to give off vapors, which, when mixed with air, will produce an explosive mixture.

(b) Pumps, etc., to be locked, etc. When unattended by an owner, lessee or regular employe of a self-service station, all pumps and other facilities of such place of business for the delivery of class I, II and III and other flammables liquids of substances shall be locked or other effective means provided to prevent access to such supplies of flammable liquids or substances.

Sec. 10-3. - Change of fees.

Notwithstanding any provisions of this chapter to the contrary, no fee established by this chapter or any of the articles herein, shall be increased unless such increase is imposed pursuant to Chapter 13 (commencing with Section 54990 of Part 1 of Division 2 of Title 5 of the Government Code).
