10.12.010 - Bail schedule.¶
Bail for parking violations shall be as set forth hereinafter. If a case reaches court, these amounts shall be the fines for conviction on these sections:

*Note: The fine is two hundred eighty-five dollars ($285.00) unless proof of registration is furnished, in which case the fine is reduced to fifty dollars ($50.00).
The city council may change the bail and fine by ordinance or resolution.

10.12.020 - Bail procedure—Delinquency penalty.¶
Bail may be posted and forfeited by mailing it in an attached envelope or by paying in person at the office of the city clerk, within fifteen (15) days. An additional five-dollar ($5.00) penalty is applicable to payments made after the initial fifteen (15) day period.

10.12.030 - Delinquency procedure.¶
If payment of the parking violation bail isn't received by the city clerk's office within the fifteen (15) days allowed, the city shall serve or mail to the registered owner a notice of delinquent parking violation, on a form AOC 508 or equivalent.

10.12.040 - Charge for copy of original notice.¶
Within fifteen (15) days of a request, the city shall provide (if it hasn't already done so) to the person who has received a notice of delinquent parking violations, or to his or her agent, a copy of the original notice of parking violation. The city may charge one dollar ($1.00) for a requested copy.

10.12.050 - Applicability of California Vehicle Code.¶
Appearances and payments shall be processed in accordance with the applicable provisions of Article 3 (Procedure on Parking Violations) of Chapter 1, Division 17 of the California Vehicle Code (Sections 40200 through 40230).

10.12.060 - Violation frequency.¶
Except for Section 10.04.010(F), every parking violation which continues uninterrupted may be given a notice of parking violation once a day. Section 10.04.010(F) violators may be given such a notice once each three days. Section 10.08.010(A) violators may be given such a notice twice in one day, provided the second one is at least three hours after first one.

10.12.070 - Authorization for towing and storage—Payment of delinquent fees.¶
A. Vehicles parked in violation of any parking regulation set forth in or pursuant to this title, or parked in violation of any applicable law of the state of California or subdivision thereof may be towed and stored at the direction of the city manager, his designee or other officer acting on behalf of the city at the expense of the owner or operator, if the city manager, his or her designee or officer determines that towing is necessary to facilitate snow plowing, for the safety of the public, to clear the streets of a vehicle which has been given two or more consecutive (continuous) notices of parking violations and which such notices of violations remain unsatisfied as to payment of bail in accordance with this chapter.
B. In the event any vehicle has been towed and stored in order to clear the streets of a vehicle which has been given two or more consecutive (continuous notices of parking violations, it shall be within the discretion of the city manager or other officer or agent of the city to require payment of the unsatisfied bail amount(s), and towing or storage charges, prior to releasing possession of any such vehicle to the owner or demonstrated proper possessor of such vehicle.
C. In the event the owner or demonstrated proper possessor of a vehicle that has been towed and stored in order to clear the streets of a vehicle which has been given two or more consecutive (continuous) notices of parking violations was required to pay unsatisfied bail amount(s) and towing and storage charges prior to the release of possession of any such vehicle to such person, that person may appeal the payment of such unsatisfied bail amount(s) to the city council. Any such appeal shall be made in writing, and shall be heard by the city council at a regularly scheduled meeting of the council taking place not more than ninety (90) days after the city's receipt of the written appeal.
