9.52.010 - Discharging weapons prohibited.¶
(a) Except as otherwise provided in this chapter, no person shall within the city limits, shoot, fire or discharge, nor cause or permit to be shot, fired or discharged, any rifle, shotgun, revolver or other firearm of any kind, or any air gun, air rifle or air pistol, or any spring gun, spring rifle, or spring pistol, BB gun, pellet gun, blow gun or any carbon dioxide or any gas operated gun, or a crossbow of any type, compound bow, or a bow more than three feet in length, or to use metal or pointed tipped arrows.
(b) Nothing in this section shall prohibit the use of any air gun, air rifle or air pistol, or any spring gun, spring rifle, or spring pistol, BB gun, pellet gun, blow gun or any carbon dioxide or any gas operated gun, or a crossbow of any type, compound bow, or a bow more than three feet in length, when the missile, projectile, or arrow is shot from and at all times remains on or over, and lands upon the property owned by the person shooting the weapon, or bows and arrows in the teaching of the art of archery by schools within the city, or by the department of parks and recreation as a part of their regular program, or under the supervision of a responsible adult upon an archery range approved by the city manager; nor the manufacturing, testing and sale of any of the articles mentioned in this section at wholesale by any person or bona fide firm in the city; nor the sale by mail order sales of any of the articles mentioned in this section to persons residing outside the city limits.

9.52.030 - Exception for firing ranges.¶
(a) Authorized. The provisions of this chapter shall not prohibit the establishment or maintenance of any authorized range for any firearm, nor to prohibit the discharge of any firearm thereon, by any person using such range. An "authorized range" within the meaning of this chapter shall be a range for which a permit for operation has been issued to the owner or occupant of the premises upon which the range is located, by the chief of police.
(b) Permit, Requirements. The chief of police shall issue a permit for operation of such a range upon application therefor in writing; provided: (1) that the chief of police finds that such range is so installed, constructed, safeguarded and equipped as to adequately prevent any bullet, shot or missile from being projected or escaping beyond the confines of the range, and (2) that the provisions for control of access to such a range and supervision of range operations are reasonably sufficient to insure the safety of persons within such range.
(c) Appeal. Any applicant or other person who is aggrieved by the action of the chief of police in issuing or refusing to issue any such permit may appeal in writing to the city council, which shall conduct a hearing and determine the issue finally.
(d) Revocation. The chief of police may for cause stated revoke any permit effective upon mailing written notice of revocation to the permittee. Such revocation shall be reviewed at a hearing by the city council upon written request of the permittee. The decision of the city council as to whether the public safety requires such revocation shall be final.

9.52.040 - Peace officers exempted.¶
This chapter shall not apply to any peace officer acting in his official line of duty.

9.52.050 - Protection of life or property.¶
This chapter shall not prohibit the discharge of any firearm when necessary to do so to protect life or property, or to destroy any dangerous animal.

9.52.120 - Penalty for violation.¶
Any person, firm or corporation violating any provision of this chapter shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punishable as provided in Section 1.04.100 of this code.
