9.20.010 - Definitions.¶
For the purposes of this chapter, the following terms, phrases, words and their derivations shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural. "Shall" is always mandatory and not merely directory.
CITY. "City" means the city of Duarte.
DIRECTOR. "Director" means a person immediately in charge of any park area and its activities, and to whom all park attendants of such area are responsible.
PARK. "Park" shall have the same meaning as "public park" as defined in Section 6.20.020 of this code.
PERSON. "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.

9.20.011 - Rules and regulations.¶
The city council may, by resolution, adopt rules and regulations governing conduct in, and the operation of, parks within the city.

9.20.012 - Curfew.¶
Within the limits of any park, it is unlawful for any person to remain, stay or loiter between the hours of ten p.m. of any day and sunrise of the following day. The foregoing prohibitions shall not apply to:
(a) Persons bearing a special written permit from park authorities to be present during hours when presence is otherwise prohibited; and
(b) Persons attending an event or program sponsored, permitted or supervised by the park and recreation department.

9.20.020 - Restrictions on games.¶
No person in a park shall take part in or abet the playing of any games involving thrown or otherwise propelled objects such as balls, stones, arrows, javelins or model airplanes except in areas set apart for such forms of recreation. The playing of rough or comparatively dangerous games such as tackle football or golf is prohibited except on the fields and courts or areas specifically provided therefor. Roller skating shall be confined to those areas specifically designated for such pastime.

9.20.030 - Obedience to park authorities.¶
No person in a park shall:
(a) Fail to obey the directions of the director or other park attendants to cease and desist from any activities prohibited by this chapter, or by rules and regulations adopted pursuant to Section 9.20.011;
(b) Fail to leave the park premises when directed to do so by the director or other park attendants because of such violation; or
(c) Return to the park on the same calendar day after having complied with a direction to leave the park.

9.20.040 - Penalty for violation.¶
Any person who violates any provision of this chapter is guilty of a misdemeanor, punishable as provided in Section 1.04.100 of this code.

9.20.050 - Use of city skate parks.¶
(a) Safety Equipment. No person shall ride a skateboard, in-line skates, roller skates or scooter in any temporary or permanent city skate park unless that person is wearing a helmet, elbow pads and kneepads.
(b) Signs. Signs shall be posted at city skate park(s) as notice to any person using the facility that they must wear a helmet, elbow pads and kneepads, and that any person failing to do so will be subject to citation for violating this section.
(c) Use of Cycles at City Skate Park. No person shall bring into any city skate park, or cause to be brought into any city skate park, a unicycle, bicycle, tricycle or other four-wheeled cycle, except at times when the city has specifically authorized the use and operation of such cycles at the city skate park. No person shall maintain, operate, use or ride on a unicycle, bicycle, tricycle or other four-wheeled cycle at any city skate park , except at times when the city has specifically authorized the use and operation of such cycles at the city skate park. Anyone violating the requirements of this section shall be subject to citation under the provisions of this chapter.

9.20.060 - Smoking in and adjacent to parks prohibited.¶
Smoking in parks and within twenty-five feet of the boundary of a park is prohibited pursuant to Chapter 6.20 of this code.
