9.46.010 - Unauthorized vehicle repair, etc.¶
Except as provided in Sections 9.46.020 and 9.46.021, no person, firm or corporation shall repair, assemble or disassemble any motor vehicle upon any property within the city, unless such property is properly zoned for uses which include the repair, assembly or disassembly of motor vehicles, and unless such person has received all city approvals, licenses and permits required by law prior to repairing, assembling or disassembling any motor vehicle.

9.46.020 - Exception for minor vehicular repair.¶
Minor repairs such as changing spark plugs, ignition points, rotating wheels, or any other similar minor repair which will not incapacitate the vehicle for a period of greater than twelve hours, shall be permitted.

9.46.021 - Exception for other vehicular repairs.¶
On residentially zoned properties only, major vehicular repairs shall be permitted, provided that all of the following conditions are met:
(a) The vehicle and all parts shall be located within a view obscuring area, which is not visible from any public street or from any adjacent property. Storage of parts or vehicle on any public or private street or in a front yard is expressly prohibited.
(b) There shall be compliance with Section 9.68.050 with respect to noise limits.
(c) Such major repairs shall be conducted only between the hours of eight a.m. and ten p.m.
(d) The vehicle in question must be owned by a resident of the property upon which the repairs are being done.
(e) Current registration for the vehicle shall be available for inspection on the premises at all times while the vehicle is under repair.

9.46.030 - Storage of vehicles in streets prohibited.¶
No person shall park, keep, maintain or store upon any public street or alley within the city, any motor vehicle which has been placed in his possession for the purpose of repairing, sale or storage.

9.46.040 - Exception for emergency parking.¶
The provisions of Section 9.46.030 shall not apply in cases of fires or other emergencies or for temporary parking not in excess of one hour.

9.46.050 - Abatement for violation.¶
Any yard, plot, space or tract of land which is kept, operated, or used in violation of this chapter may be summarily abated as a public nuisance.

9.46.060 - Authority to enforce.¶
The city manager, sheriff and/or the California Highway Patrol and their duly authorized designees, are directed to enforce the provisions of this chapter.
