§ 2520. PERSON TO PRESENT CLAIM.¶

No City officer shall, except for his own service, present any claim, account, or demand for allowance against the City or in any way, except in the discharge of his official duty, advocate the relief asked in the claim or demand made by any other person. Any person may appear before the Council and oppose the allowance of any Claim on demand made against the City.

§ 2529. WARRANTS EFFECTIVE.¶

After a warrant has been drawn by the Director of Finance when the drawing thereof is authorized by the City Charter, the warrant shall be presented to the City Clerk-City Treasurer for signature, and, when signed by the Director of Finance and the City Clerk-City Treasurer, the warrant shall become a check in payment of the claim or demand for which it is drawn and shall be delivered to the claimant.
