§ 2500. REVOLVING FUND CREATED.

There hereby is established a Revolving Fund in the amount of $500, which Fund shall be established, maintained, and replenished out of the General Fund, and there shall be deposited in the Revolving Fund from the General Fund the sum of $500.

§ 2500.1. EXPENDITURES.

All moneys in the Revolving Fund shall be expended exclusively for municipal purposes.

§ 2500.2. LIMIT OF EXPENDITURES.

No single expenditure from the Revolving Fund shall exceed the sum of $200, and expenditures therefrom may be made upon the signature of the City Clerk.

§ 2500.3. REPLENISHMENT.

Upon presentation to the Council by the City Clerk of an itemized statement of expenditures out of the Revolving Fund, audited and approved by the Council, the Council shall authorize the reimbursement to the Revolving Fund of the amount so audited and approved.

§ 2501. SPECIAL GAS TAX STREET IMPROVEMENT FUND.

There is hereby created in the City Treasury a special fund to be known as the "Special Gas Tax Street Improvement Fund."

§ 2501.1. DEPOSITS.

All moneys received by the City from the State pursuant to the provisions of the Streets and Highways Code of the State for the acquisition of real property, or interests therein, or for the construction, maintenance, or improvement of streets or highways, other than State highways, shall be paid into said Fund.

§ 2501.2. EXPENDITURES.

All moneys in said Fund shall be expended exclusively for the purposes authorized by, and subject to all of the provisions of, Article5 of Chapter 1 of Division 1 of the Streets and Highways Code of the State.

§ 2502. CASH BOND FUND.

A special fund is hereby created in the City Treasury to be known as the "Cash Bond Fund" into which Fund shall be deposited all cash bonds accepted by the Council pursuant to the provisions of this Code or any ordinance or resolution of the City under the terms of which a cash bond is deposited with the City guaranteeing the faithful performance of any agreement with the City. Funds may be withdrawn from the Cash Bond Fund only upon warrants drawn and approved in the normal manner and upon certification by the proper officer having supervision of the performance of such agreement as to the partial completion or final completion and acceptance of the work to be performed under any such agreement.

§ 2503. EQUIPMENT FUND.

A special fund is hereby created to be known as the "Equipment Fund", the specific purpose of which shall be to fund the acquisition of approved items of major equipment and the maintenance and/or operation and scheduled replacement of existing equipment.

§ 2503.1. ADMINISTRATION.

The administration of the Equipment Fund shall be the responsibility of the City Manager. At least annually the Director of Finance shall determine the rental rate for all items of equipment. Such rental rate should include considerations of anticipated life and replacement costs and the maintenance and operation costs of the equipment for the next succeeding fiscal year. Operating Programs and Capital Projects of City departments shall pay into the Equipment Fund a sum of money equal to the established rental rate of each item of applicable equipment used therein for the fiscal period, or portion thereof.

§ 2503.2. APPROPRIATIONS AND EXPENDITURES.

Expenditures from the Equipment Fund shall be for the following purposes:

  • (a) Council approved items of new equipment;

  • (b) The replacement of items of equipment for which a rental rate has been established; and

  • (c) The maintenance and operation of items of equipment.

When the Council determines that a surplus exists in the Equipment Fund, such money may be transferred to the General Fund by motion of the Council.

§ 2505. SPECIAL DEPOSIT FUND.

A special fund is hereby created to be known as the "Special Deposit Fund" into which Fund shall be deposited all moneys to secure the performance of any act or duty and the right to use, which money shall not be vested in the City except upon the forfeiture of such money by the failure of the person obligated to perform such act or duty.

§ 2505.1. SPECIAL DEPOSIT FUND: ACCOUNTING.

All moneys deposited in the Special Deposit Fund shall be subject to separate accounting procedures therefor and shall not be transferred to any other fund or expended for any other purpose until the right of the City to expend such money has been established.

Expenditures from said Fund shall be made by check drawn by the Director of Finance or, in his absence, the City Clerk-Treasurer, and such funds so deposited shall be expended or paid to the person making the deposit upon the act or duty, the performance of which was secured by such deposit, being performed.

In the event there is a failure of any person to perform any such act or duty, the performance of which was secured by the deposit of such money, such money so deposited shall be transferred by the Director of Finance to the proper City fund when the right of the City to use such money has been created or established.

§ 2506. SEWER CONNECTION FUND.

A Sewer Connection Fund hereby is created and established. There should be paid into such Fund the sewer connection fees collected by the City pursuant to the provisions of Sections 7212.1, 7212.2, and 7212.3 of this Code.

The funds so collected may be disbursed for the purposes set forth in said sections, but no funds shall be disbursed therefrom without such disbursement previously having been approved by the City Engineer.

Distributions from such Fund shall be made upon warrants drawn in like manner as other warrants of the City.
