§ 4970. ADOPTION OF THE HEALTH AND SAFETY CODE OF THE COUNTY OF LOS ANGELES.¶
(a) Adoption. Subject to the changes and amendments set forth in this chapter, the Los Angeles County Code, Title 11, as amended through and including February 28, 1998, is hereby adopted by reference as the Public Health Code for the City of Downey (hereafter referred to as "Health Code"). Ordinance No. 97-0071 adopted by the Los Angeles County Board of Supervisors on December 16, 1997 relating to the operation of food establishments and the certification of food handlers is hereby specifically adopted by reference and is made a part of the Health Code. Copies of the Health Code are on file in the office of the City Clerk of the City, and are open to public inspection.
(b) Definitions. Wherever said Health Code uses the following words or phrases, they, respectively, shall mean:
"County" or "County of Los Angeles," the City of Downey; and
"Health Officer" or "County Health Officer," the Health Officer of the City of Downey.
(c) Penalty. Violation of any provisions of the Health Code shall be punishable by a fine of not more than $1,000, or by imprisonment in the County Jail for not more than six months, or both. Each day during any portion of which any violation of any provisions of the said Health Code is committed or permitted, shall be deemed to be a separate offense.

§ 4971. ADOPTION BY REFERENCE OF THE PUBLIC HEALTH LICENSES CODE OF THE COUNTY OF LOS…¶
(a) Adoption. Subject to the changes and amendments set forth in this chapter, the Los Angeles County Code, Title 8, Chapter 8.04, as amended through and including November 18, 2010, is hereby adopted by reference as the Public Health Licenses Code for the City of Downey (hereafter referred to as "Health Licenses Code"). Ordinance No. 2010-0045, adopted by the Los Angeles County Board of Supervisors on October 19, 2010, relating to the operation of mobile food facilities and the certification of mobile food facilities and mobile support units, is hereby specifically adopted by reference and is made a part of the Health Licenses Code. Copies of the Health Licenses Code are on file in the office of the City Clerk of the City, and are open to public inspection.
(b) Definitions. The words or phrases defined in Section 4970(b) shall have the same meaning when used in the Health Licenses Code.
(c) Conflicts. In the event of any conflict or inconsistency between provisions of the adopted Los Angeles County Code and any other provisions of the Downey Municipal Code, the provisions of the Downey Municipal Code shall govern.
(d) Penalty. Violation of any provision of the Health Licenses Code shall be punishable by a fine of not more than $500 or by imprisonment in the County Jail for not more than six months or by both fine and imprisonment. Each day during any portion of which any violation of any provision of said Health Licenses Code is committed or permitted, shall be deemed to be a separate offense.
