3.04.010 - Preparation—Contents.

On or before the first day of June of each year, the city manager shall prepare a budget for the ensuing fiscal year. This budget shall contain the accounts as set forth in the Annual Report of Financial Transactions to State Controller. Each account shall contain the following information:

A. Revised estimate of receipts for the current fiscal year;

B. Revised estimate of expenditures for the current fiscal year;

C. Estimated receipts for the ensuing fiscal year;

D. Estimated expenditures for the ensuing fiscal year.

The budget shall contain a summary of estimated receipts from taxation and sources other than taxation and estimated expenditures, by funds, for the current fiscal year and the ensuing fiscal year.

3.04.020 - Publication.

The city clerk shall cause to be published in a newspaper of general circulation in Delano, prior to May 25, a notice of public hearing on the budget substantially as follows:

"NOTICE OF BUDGET HEARING

Notice is hereby given that a public hearing on the proposed budget for the ensuing fiscal year, which is now being prepared for consideration by the City Council, will be held on _______ the _______ day of _______ 19___ at 7:30 P.M. in the Council Chambers of the City, at which time any and all persons interested may appear and be heard respecting the same. Copies of the estimated receipts and expenditures of each department may be inspected at the office of the City Clerk after June 1, 19___.

Said hearing to he held at the first regular Council meeting in June of each year."

At the time fixed, the city council shall hear any protests or objections to the proposed expenditures from interested persons, also explanations regarding same from the city manager. The council shall adopt the budget, as originally proposed or as amended, prior to July 1st.

3.04.030 - Tax rate.

The tax rate for the ensuing fiscal year, after making due allowance for the anticipated revenues from other sources, shall be based on the adopted budget. The resolution or ordinance levying taxes shall specify the number of cents or fraction thereof on each one hundred dollars valuation to be levied for the ordinary annual requirements of all departments. Also, the ordinance or resolution levying taxes shall specify the number of cents or fraction thereof, for specific purposes, and the number of cents or fractions thereof necessary to meet the interest and principal on outstanding bonds and special taxes voted by the people.

3.04.040 - Control of expenditures.

It shall be the duty of the city manager to control the expenditures of each department in accordance with the budget.
