14.04.010 - Plan review fees.¶
A. When a plan or other data are required to be submitted in accordance with Section 107.2 of the California Building Code, a plan review fee shall be paid at the time of submitting plans and specification for review. Such plan review fee shall be set by resolution of the city council.
B. The plan review fees specified in this section are separate fees from the permit fees specified in Section 109 of the California Building Code and are in addition to the permit fees.
C. The plan check fee deposit is nonrefundable if the project is never built and no building permit issued. If a building permit is issued, the fee deposit will apply toward total plan check and building permit fees.
D. Where plans are incomplete or changed so as to require additional plan review, an additional plan review fee shall be charged in accordance with the city's adopted fee schedule.

All fees will be adjusted annually, starting January 1, 2004, by the community development director in accordance with increases and decreases in the consumer price index for all urban consumers of the west and promulgated by the Bureau of Labor during the month of September.
14.04.020 - All residential buildings must have approved numbers or addresses displayed…¶
It is unlawful for the resident of any residential building within the city limits of the City of Delano to fail to have approved numbers or addresses displayed on the building in such a manner that it is plainly visible and legible from the street or road fronting the property. The numbers shall be at least four inches in height and in contrasting color to the building. Failure to comply with this section is an infraction punishable by a fine of not more than twenty-five dollars for a first offense, fifty dollars for a second offense, and one hundred dollars for each additional offense.
