10.12.010 - Generally.¶
The city council shall, by resolution, determine and designate the character of all official warning signs and signals. The city manager, or his designee, is authorized and directed to place and maintain or cause to be placed and maintained all official warning and direction signs and signals determined and designated by the city council. All signs authorized and required hereunder for a particular purpose shall be uniform.

10.12.020 - Disobeying traffic signals.¶
It is unlawful for any operator or pedestrian to disobey the instructions of any traffic control officer, mechanical or electrical traffic signal, traffic sign or marks upon the street place in accordance with the provisions of Sections 10.12.010 through 10.12.110.

10.12.030 - Public utility barriers and signs.¶
It is unlawful for any public utility corporation or individual or city department to erect or place any barrier or sign unless the location and type is first approved by the city manager, or his designee. It is unlawful for any operator or pedestrian to disobey the instructions of any barrier or sign, approved as above provided, erected or placed by a public utility, corporation, individual, or department of the city.

10.12.040 - Establishment of crosswalks.¶
The city council shall, by resolution, establish the location of crosswalks at all intersections and other places where, in their opinion, there is particular danger to pedestrians crossing the roadway. The city manager, or his designee, is authorized and required to maintain and designate upon the surfaces of the roadway, by appropriate devices, marks or painted lines all crosswalks established by resolution of the city council.

10.12.050 - Driving through crosswalk.¶
It is unlawful for any operator of a vehicle to drive over a crosswalk while pedestrians are in the crosswalk.

10.12.060 - Display of unauthorized signs.¶
It is unlawful for any person to place or maintain or display and device, sign or painting upon or within view of the streets or sidewalks which purports to be, or is an imitation of or resembles an official warning sign or signal, or which attempts to direct the movement of traffic or the actions of operators or pedestrians, except as prohibited in Sections 10.12.010 through 10.12.120. Any such device, sign or painting is a public nuisance and the chief of police may remove it or cause it to be removed, without notice.

10.12.070 - Signs for parking.¶
The city council shall, by resolution, establish the locations of portions of streets or alleys upon which there shall be no parking. The city manager, or his designee, shall place or cause to be placed at or near the property line of such portions of streets or alleys, appropriate signs, such signs to bear the words "NO PARKING."
It is unlawful for any operator of a vehicle to park any vehicle in a portion of a street or alley upon which parking is prohibited by resolution of the city council and near which signs mentioned above have been erected.

10.12.080 - Loading zones.¶
The city council shall establish by resolution areas on streets and alley where parking of vehicles, except for loading or unloading of materials or passengers, is prohibited. The city manager, or his designee, shall place or cause to be placed at or near the property line or along the curb appropriate signs bearing the works "LOADING ZONES."
It is unlawful for any operator of a vehicle to park a vehicle in an area upon a street or alley so designated, except for the purpose of loading or unloading materials or passengers. It is unlawful for any operator to park a vehicle in an area so designated for a period longer than twenty minutes.

10.12.090 - Reserve space signs.¶
The occupant of any premises devoted to commercial purposes may make application to the city council for an exclusive parking place along the street in front of his premises for the purpose of loading and unloading passengers and materials. The application shall contain a statement under oath that there is no adequate parking space in the rear or in the immediate vicinity of the premises; that the space will be used exclusively for commercial vehicles loading and unloading of passengers or material; that the space will not be used by customers of the premises; that it will not be used for the parking of employee's or occupant's vehicles not used in the conduct of the business of the premises. The city council may by resolution permit the occupant of the premises to erect and maintain a sign or signs at the curb bearing the words "NO PARKING IN THIS SPACE BETWEEN THE HOURS OF 7:00 A.M. AND 6:00 P.M." and the space in front of such premises shall be deemed reserved for the convenience of the occupant thereof between the hours of seven a.m. and six p.m.

10.12.100 - Public utility vehicle parking.¶
Any operator of a public utility licensed by the public utilities commission of the State of California may make application to the city council for exclusive parking on a portion of a street in Delano. The city council may by resolution grant an exclusive parking space to the public utility.
It is unlawful for any operator of a vehicle not owned by the public utility to park such vehicle in a space reserved for parking of the public utility vehicles.

10.12.110 - Violation of Sections 10.12.010 through 10.12.110—Penalties.¶
Any person violating any of the provisions of Sections 10.12.010 through 10.12.110 or any rule or regulation made by resolution of the city council pursuant thereto, shall be guilty of a misdemeanor, and upon conviction thereof, shall be punished as provided in Chapter 1.16.

10.12.120 - Boulevard stops—Designated signs.¶
The city engineer is authorized and required to place and maintain, or cause to be placed and maintained upon such street intersections as may from time to time be designated by resolution the council of the city and at or near the property line of such intersections, appropriate signs upon the street, or devices or markers in the roadway, such signs, devices or markers to bear the word "STOP," or the words "BOULEVARD STOP," or "STOP ARTERIAL," or "ARTERIAL STOP," or "AFTER STOP RIGHT TURN PERMITTED IN RED," in such position and with letter of a size to be clearly legible from a distance of fifty feet along the street intersecting the boulevard.
Every operator of a vehicle shall bring such vehicle to a full stop immediately before entering a street intersection where a boulevard stop has been placed and maintained, and at the place where the street upon such boulevard stop has been placed and maintained, meets the prolongation of the near property line of the intersecting street.

10.12.130 - Violation of Sections 10.12.120 and 10.12.130—Penalties.¶
Any person violating any of the provisions of Section 10.12.120 or any rule or regulation made by the council pursuant thereto is guilty of a misdemeanor, and upon conviction thereof shall be punished as provided in Chapter 1.16.
