12.12.010 - Permit—Required.¶
No sidewalks shall be constructed or rebuilt within the city without a permit to do so having been first obtained from the department of public works.

12.12.020 - Permit application and duration of permit.¶
The application for a permit for the construction or rebuilding of sidewalks shall be in writing, directed to the department of public works, and shall contain the name of the applicant, specifications of the materials proposed to be used and the dimensions and location of the proposed sidewalks. Every permit issued by the department of public works under the provisions of this chapter shall expire and become null and void if the work authorized by such permit is not completed within ninety days from the date such permit was issued. The director of public works, at his sole discretion, may extend the time for action by the permittee for a period not exceeding ninety days upon written request by a permittee. No permit shall be extended more than once.

12.12.030 - Conformance to city specifications required.¶
All sidewalks constructed or rebuilt within the city shall conform to the official specifications for sidewalks and the official lines and grades as they shall be adopted by the department of public works, with the approval of the city council.

12.12.040 - Driveway construction requirements.¶
No building, structure or area designed or used for a garage or for the storing of vehicles and which is reached by a driveway crossing the sidewalk, shall be used for such purpose unless the driveway crossing the sidewalks and the curb in front of the same shall be built or constructed in conformity with the provisions of Sections 12.12.010 through 12.12.030.

12.12.050 - Owner of abutting property allowed to do driveway work—Inspection fee.¶
Upon approval of the department of public works, any curb or sidewalks in the city may be cut, a permit therefor having first been secured, by any licensed cement contractor, and the new curb or sidewalk constructed by such licensed cement contractor, except that the owner or lessee of the property in front of which the work is to be done may personally, or through a duly qualified employee; do the work, having first secured a permit therefor. Such curb or sidewalk shall conform to established line and grade and shall be built or constructed in conformity with the provisions of Sections 12.12.010 through 12.12.030. A nonrefundable inspection fee, to be established by the city council by resolution, per driveway depression shall be paid therefor.

12.12.060 - Enforcement.¶
It shall be the duty of the department of public works to make all inspections necessary to insure compliance with the terms of this chapter.
