56.10.010 Signs required for enforcement.¶
No provision of the Vehicle Code or of this title for which signs are required shall be enforced against an alleged violator unless appropriate legible signs are in place giving notice of such provisions of the traOc laws.
56.10.020 Authority to install traFc control devices.¶
The City Engineer shall have the authority and duty to place and maintain or cause to be placed and maintained oOcial traOc control devices when required to make ePective the provisions of this title. Such traOc control devices shall conform to the uniform standards and speciMcations of the Vehicle Code.
A. Whenever the Vehicle Code or this title requires for the ePectiveness of any provision thereof that signs or other traOc control devices be installed in order to give notice to the public of the application of such law, the City Engineer is hereby authorized to install or cause to be installed the necessary signs or devices subject to any limitations or restrictions set forth in the applicable law.
B. The City Engineer may also place and maintain, or cause to place and maintain, such additional traOc control devices as he may deem necessary or proper to regulate traOc or to guide or warn traOc, but he shall make such determination only upon the basis of traOc engineering principles and traOc investigations in accordance with such standards, limitations, and rules as may be set forth in this title or as may be determined by ordinance or resolution of the Council.
56.10.021 Installation of traFc signals.¶
The City Engineer is hereby directed to install and maintain oOcial traOc signals at those intersections and other places where traOc conditions are such as to require that the Now of traOc be alternately interrupted and released in order to prevent or relieve traOc congestion or property from exceptional hazard.
A. The City Engineer shall ascertain and determine the locations where such signals are required by Meld investigations, traOc counts and other traOc information as may be pertinent and his determinations therefrom shall be made in accordance with those traOc engineering and safety standards and instructions set forth in current standards of the California Department of Transportation.
B. Whenever the City Engineer installs and maintains an oOcial traOc signal at any intersection, he shall likewise erect and maintain at such intersection street name signs clearly visible to traOc approaching from all directions unless such street name signs have previously been placed and are maintained at any said intersection.
56.10.022 Lane marking.¶
The City Engineer is hereby authorized to mark center lines and lane lines upon the surface of the roadway to indicate the course to be travelled by vehicles, and may place signs temporarily designating lanes to be used by traOc moving in a particular direction regardless of the center line of the highway.
56.10.023 Distinctive roadway markings.¶
The City Engineer is authorized to place and maintain distinctive roadway markings as described in the Vehicle Code on those streets or parts of streets where the volume of traOc or the vertical or other curvature of the roadway renders it hazardous to drive on the left side of such marking or signs and markings. Such marking or signs and markings shall have the same ePect as similar markings placed by the State Department of Transportation pursuant to provisions of the Vehicle Code.
56.10.024 Removing, relocating and discontinuing traFc control devices.¶
The City Engineer is hereby authorized to remove, relocate or discontinue the operation of any traOc control device not speciMcally required by the Vehicle Code, this title or Council resolution whenever he shall determine in any particular case that the conditions which warranted or required the installation no longer exist.
56.10.025 Hours of operation of traFc control devices.¶
The City Engineer shall determine the hours and days during which any traOc control device shall be in ePect, except in those cases where such hours or days are speciMed in this code or by Council resolution.
56.10.030 Unauthorized painting of curbs.¶
No person shall paint any street or curb surface unless authorized by the City Engineer. This section shall not apply, however, to the painting of numbers on a curb surface by any person who has complied with the provisions of any resolution or ordinance of this City pertaining thereto.
