56.03.010 Police administration.

There is hereby established in the Police Department of this City a TraOc Division to be under the control of an OOcer of Police appointed by and directly responsible to the Director of Police Services.

56.03.011 Duty of TraFc Division.

It shall be the duty of the TraOc Division with such aid as may be rendered by other members of the Police Department to enforce the traOc regulations of this City and all of the State vehicle laws applicable to street traOc in this City, to make arrests for traOc violations, to investigate traOc accidents and to cooperate with the City Engineer and other oOcers of the City in the administration of the traOc laws and in developing ways and means to improve traOc conditions, and to carry out those duties specially imposed upon said division by this code and the traOc ordinances and resolutions of this City.

56.03.012 TraFc accident studies.

Whenever the accidents at any particular location become numerous, the TraOc Division shall cooperate with the City Engineer in conducting studies of such accidents and determine remedial measures.

56.03.013 TraFc accident reports.

The City Engineer shall maintain a suitable system of Mling traOc accident reports. Such reports shall be available for the use and information of the TraOc Division.

56.03.014 Annual traFc safety report.

The City Engineer, in cooperation with the Police Department, shall annually prepare a traOc report which shall be Mled with the City Council. Such a report shall contain information on traOc matters in this City as follows:

  • A. TraOc accident data, including the number of traOc accidents, the number of persons killed and the number of persons injured;

  • B. The number of traOc accidents investigated and other pertinent data on the safety activities of the City; and

  • C. The plans and recommendations of the City staP for future traOc safety activities.

56.03.020 City TraFc Engineer.

The City Engineer shall serve as City TraOc Engineer in addition to his other functions; provided, however, that the City Engineer may designate a suitably qualiMed individual under his supervision as the TraOc Engineer for the purpose of exercising the powers and duties with respect to traOc prescribed herein.

56.03.021 Powers and duties of City Engineer relating to traFc.

It shall be the general duty of the City Engineer to determine the installation and proper timing and maintenance of traOc control devices and signals, to conduct engineering analyses of traOc accidents and to devise remedial measures, to conduct engineer and traOc investigations of traOc conditions and to cooperate with other City oOcials in the development of ways and means to improve traOc conditions, and to carry out the additional powers and duties imposed by ordinances and resolutions of this City. Whenever, by the provisions of this code an authority is granted to the City Engineer or a duty imposed upon him, the authority may be exercised or the duty performed by his deputy or by a person authorized in writing by him.

56.03.030 TraFc Committee.

56.03.031 Duties of TraFc Committee.

56.03.040 TraFc regulations by resolutions.

Any traOc regulation not inconsistent with an adopted ordinance of the City or statute of the State of California may be adopted and established by resolution of the Council.

56.03.050 State approval required.

Whenever any provision of this code or any ordinance or resolution delegates authority to a City OOcer, or authorized action by the Council, to regulate traOc upon a State highway in any way which by State law requires the prior approval of the State Department of Transportation, no such oOcer shall exercise such authority nor shall such action by the Council be ePective with respect to any State highway without the prior approval in writing of the Department of Transportation when and to the extent required by the Vehicle Code.

56.03.051 Withdrawal of State approval.

Any provision of this code or any ordinance or resolution which regulates traOc or delegates the regulation of traOc upon State highways in any way for which the approval of the State Department of Transportation is required by State law shall cease to be operative six months after receipt by City of written notice of withdrawal of approval of the Department of Transportation.
