Chapter 17.81 — MANUFACTURED HOUSING ON PERMANENT FOUNDATION

17.81.010 Purpose. ¶
The purpose of this chapter is to provide an additional opportunity for affordable housing in the city and to implement state law allowing installation of manufactured homes on lots zoned for single-family residential dwellings. (`78 Code, § 17.81.010.) (Ord. 2126 § 4, 1992; Ord. 1605 § 1 (part), 1981.)
17.81.020 Standards. ¶
A manufactured home on a permanent foundation may be installed on any lot zoned for single-family residential dwellings pursuant to the following standards.
(A) A manufactured home and the lot on which it is placed are subject to the same development standards as those for conventional single-family residential dwellings in the same zone.
(B) Roofing material and siding material shall comply with the following standards:
(1) The roof material shall be a composition shingle or tile, Class A or Class B roof covering;
(2) The exterior materials shall be wood siding, stucco or hardboard such as masonite. The exterior siding material shall be extended to the ground.
(C) The manufactured home must be certified under the National Mobile Home Construction and Safety Standards Act of 1974 and must be installed on a foundation system pursuant to state law under this chapter. A manufactured home shall not be eligible unless it was constructed within the ten year period prior to application for a building permit, was issued an insignia of approval by the California Department of Housing and Community Development or the United States Department of Housing and Urban Development and has not been altered in violation of applicable law.
(D) The manufactured home shall be installed in accordance with its manufacturer’s installation instructions, or if such instructions are not available, in accordance with installation instructions provided by a California licensed architect or engineer.
(E) The application for a manufactured home shall follow the same permit process as other single-family residential dwellings in the same zone classification.
