Article 1 — Definitions

Sec. 11-1A. - Generally.

(1)

The following words and phrases when used in this chapter shall for the purpose of this chapter have the meanings respectively ascribed to them in this article.

Whenever any words or phrases used in this chapter are not defined in this article, but are defined in the Vehicle Code of the state, such definitions are incorporated in this article and shall be deemed to apply to such words and phrases used in this chapter as though set forth in full in this article.

Sec. 11-1B. - Specific definitions.

(1)

Alley. "Alley" means any street less than twenty-five feet (25') in width between the property lines.

(2)

City Council. "City council" means the council of the City of Colusa.

(3)

Curb. "Curb" means the lateral boundary of the roadway, whether such curb is marked by curbing construction or not so marked.

(4)

Holidays. "Holidays" means all days recognized by the State of California as legal holidays.

(5)

Loading Zone. "Loading zone" means the space adjacent to a curb, reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

(6)

Official Time Standard. "Official time standard" means whenever certain hours are named in this title, they shall mean standard time or daylight savings time, as may be in current use in the city.

(7)

Official Traffic-Control Devices. "Official traffic control devices" means all signs, signals, markings and devices not inconsistent with this title, placed or erected by authority of a public body or official having jurisdiction, for the purpose of regulating, warning or guiding traffic.

(8)

Official Traffic Signals. "Official traffic signals" means any device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and proceed, and which is erected by authority of a public body or official having jurisdiction.

(9)

Park. "Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

(10)

Parkway. "Parkway" means that portion of a street other than a roadway or sidewalk.

(11)

Passenger Loading Zone. "Passenger loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

(12)

Pedestrian. "Pedestrian" means any person afoot.

(13)

Person. "Person" means every natural person, firm, copartnership, association, or corporation.

(14)

Police officer. "Police officer" means every officer of the police department of the City.

(15)

Stop. "Stop" when required means complete cession of movement.

(16)

Stop or Stand. "Stop or stand," when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or official traffic-control device.

(17)

Traffic. "Traffic" means pedestrians, ridden or herded animals, vehicles and other conveyances, either singly or together, while using any street for purposes of travel.

(18)

Vehicle Code. "Vehicle Code" means the Vehicle Code of the State of California.
