10.58.010 - Definitions.¶
In this chapter, unless the context otherwise requires, the following terms shall have the following meanings set forth below:
A. "Roller skates" are shoes with a set of wheels attached for skating over a flat surface.
B. "Skateboard" is a board mounted on roller skate type wheels.
C. "Toy vehicle" is any vehicle resembling a car or truck, which is propelled by peddles or battery/electric power.
D. "Public street" is a way or place publicly maintained and open to the use of the public for purposes of vehicular travel. Public street includes highway.
E. "Sidewalk" is that portion of a highway, other than the roadway, set apart by curbs, barriers, markings or other delineation for pedestrian travel.
F. "Roadway" is that portion of a highway improved, designed, or ordinarily used for vehicular travel.
G. "Off-street parking facility" is any publicly owned parking facility, and any privately owned parking facility which is held open for the common public use.
H. "Pedestrian walkway" means any sidewalk or area within a shopping center, shopping district, business district, city park, public school, city hall/civic center or public library or an area zoned for commercial use which is paved, but closed to vehicular traffic and which is designated or intended for pedestrian travel.
I. "Shopping center" means a group of commercial establishments, planned, developed, owned, and managed as a common unit, with parking provided on the private property site.

10.58.020 - Use of Skateboards, Roller Skates or Similar Devices.¶
It shall be unlawful for any person to operate, use or ride a skateboard, roller skates, toy vehicle, or similar device upon any pedestrian walkway, off-street parking facility or any public street or sidewalk located in any area zoned for commercial use or in a shopping center.

10.58.030 - Prohibition.¶
The prohibition contained in Section 10.58.020 above shall not apply to a wheel chair while it is being used for transportation by a physically handicapped person or to a bicycle.

10.58.040 - Violation and Penalty.¶
It is an infraction for a person to violate or fail to comply with the provisions of the chapter or any regulation promulgated thereto. An infraction is punishable (1) by a fine not exceeding one hundred dollars ($100.00) for a first violation; (2) a fine not exceeding two hundred dollars ($200.00) for a second violation of the same chapter within one year of a prior infraction; (3) a fine not exceeding two hundred and fifty dollars ($250.00) for each additional violation of the same chapter within one year of two (2) or more prior infractions.

10.58.050 - Enforcement—Authority.¶
The police department shall have the authority to enforce the provisions of this chapter. This authority shall be in addition to the authority granted to police officers pursuant to this Title or other state or local legislation.
