Editor's note— Ord. No. 2012-005, §§ 2—4, adopted Oct. 25, 2012, repealed the former Art. VI, §§ 18-146, 18-147, and enacted a new Art. VI as set out herein. The former Art. VI pertained to the housing code and derived from Ord. No. 99-11, § 3(16A.24.010, 16A.24.020), 6-16-1999; Ord. No. 2002-07, § 1, adopted 9-11-2002. Subsequently, Ord. No. 2025-006, § 6, adopted November 12, 2025, repealed the former Art. VI, §§ 18-148—18-151, and enacted a new Art. VI as set out herein. The former Art. VI pertained to International Property Maintenance Code and derived from Ord. No. 2012-005, §§ 2, 3, 4, adopted Oct. 25, 2012.

Sec. 18-148. - Title.

This article shall be known as the "Citrus Heights Property Maintenance Code."

Sec. 18-149. - Authority having jurisdiction.

The chief building official of the city (also referred to as "building official") is designated to be the authority having jurisdiction of the Citrus Heights building codes. The chief building official shall administer, enforce, and render interpretations of the provisions of the Citrus Heights Property Maintenance Code, and shall, upon application and after receipt of proper documentation as required under this chapter, grant permits for the construction, alteration, maintenance, and moving of all buildings and structures within this jurisdiction.

Sec. 18-150. - Adoption by reference.

Subject to additions, amendments, or deletions set forth in Section 18-151 of this chapter, the International Property Maintenance Code, 2024 edition, published by the International Code Council, is adopted and made part of this title as though fully set forth herein to provide the procedures for administration and enforcement of the provisions of the Citrus Heights building codes. One copy of the International Property Maintenance Code, 2024 edition shall be kept on file in the community development department and shall be available for use and examination by the public.

Sec. 18-151. - Amendments to the International Property Maintenance Code.

A. Sec. 101.1 Title, is amended to read as follows:

101.1 Title. These regulations shall be known as the Property Maintenance Code of the City of Citrus Heights, hereinafter referred to as "this code."

B. Sec. 102.3 Application of other codes, is amended to read as follows:

102.3 Application of other codes. Repairs, additions or alterations to a structure, or changes of occupancy, shall be done in accordance with the procedures and provisions of the 2025 California Building Code, 2025 California Residential Code, 2025 California Plumbing Code, 2025 California Mechanical Code and 2025 California Electric Code, and other local, state and federal laws and statutes. Nothing in this code shall be construed to cancel, modify or set aside and provisions of the Citrus Heights Zoning Code.

C. Sec. 103.1 Creation of agency, is amended to read as follows:

103.1 Creation of agency. The Citrus Heights Building & Safety Division is hereby created and the official in charge thereof shall be known as the code official. The function of the agency shall be the implementation, administration and enforcement of the provisions of this code.

D. Sec. 103.5 Fees, is amended to read as follows:

103.5 Fees. As prescribed in Chapter 1, Sec. 1-21 of the Citrus Heights Municipal Code Sec.

E. Sec. 106.5 Means of Appeals is deleted. Appeals will be conducted as per City policy for appeals of building code; See separate ordinance.

F. Sec. 302.4 Weeds, is amended to read as follows:

Sec. 302.4 Weeds. Insert: Twelve (12) inches in height

G. Sec. 303.2 Enclosures, is amended to read as follows:

303.2 Enclosures. Reference CBC Sec. 3109, which references CA Health & Safety Code Sec. 115923; CHMC Chapter 18, Article IV, Sec. 18-89(Q)

H. Sec. 304.3 Premises Identification is deleted. Reference CHMC Chapter 38, Article II, Amendment to CFC Sec. 505.1

I. Sec. 304.14, Insect Screens, is amended to read as follows:

304.14 Insect screens. Every door, window, and other outside opening used or required for ventilation purposes servicing a building containing habitable rooms, food preparation areas, food service areas, or any areas where products used in food for human consumption are processed, manufactured, packaged, stored, shall be supplied with and approved tight fitting screen of not less than 16 mesh per inch and every swinging door shall have a self-closing device in good working condition.

Exception: Screen doors shall not be required for out swinging doors and/or other types of openings which make screening impractical, provided other approved means, such as air curtains or insect repellent fans are employed.

J. Sec. 602.3, Heat Supply, is amended to read as follows:

602.3 Heat Supply. Insert: (September 15 to May 15)

K. Sec. 604.4 Occupiable work space, is amended to read as follows:

602.4 Occupiable work spaces. Insert: (September 15 to May 15)

L. Appendix B, Board of Appeals, is deleted. Appeals will be conducted as per City policy for appeals of building code; See separate ordinance.
