5.60.010 - Legislative purpose.¶
The provisions of this chapter are intended for the regulation of public lodging facilities to protect the health, safety and welfare of the residents of the city, assist the enforcement of the city's code, curtail criminal activity by persons renting public lodging facilities, and prevent the harboring of criminals where the city has experienced instances of prostitution and explosions at motel rooms caused by clandestine methamphetamine laboratories.

5.60.020 - Definitions.¶
For purposes of this chapter, unless otherwise apparent from the context, certain words and phrases used herein are defined as follows:
A. "Public lodging facility" means any hotel, motel, or residence inn.
B. "Operator" means any person, including employees or designees, participating or engaged in the ownership, management, or operation of a public lodging facility within the city.

5.60.030 - Register required.¶
Every operator of any public lodging facility in the city shall at all times keep and maintain a register wherein all guests, roomers, or lodgers shall complete all sections of the registration form, as outlined below, upon their procurement of a room. The operator shall verify the identity of each person procuring a room with a valid driver's license or other reliable photo identification and shall record the person's license number or identification number, the state that issued it, and the person's date of birth, verified by the person's signature. The operator shall also show the date and time the room was procured; the home address of each guest or person renting or occupying each room; the make, year, and license plate number of the vehicle of such person; and the state in which such vehicle is registered. Until all of the aforesaid entries have been made in such register, no guest shall be permitted to occupy any room in such public lodging facility. The operator of such facility shall also record the number of each room assigned to and occupied by each such guest as well as list the name of the clerk registering the room to the guest.

5.60.040 - Violations—penalties.¶
It shall be a misdemeanor for any operator of a public lodging facility in the city to permit any person to occupy a room in a public lodging facility without first complying with the provisions of this chapter. It shall be a misdemeanor for any person procuring a room at a public lodging facility to omit any required information or provide false, incomplete, or inaccurate information on the register as required by this chapter. It shall be a misdemeanor for any person procuring a room at a public lodging facility to allow any unregistered guests to occupy the room. Any person convicted of a violation of any provision of this Chapter shall be subject to the punishment set forth in Section 1.12.010 of this code.
