2.32.010 - Established—Membership.¶
There is created and established a committee consisting of five members to be known as the "planning commission of the city of Carpinteria."
The planning commission shall be and constitutes the planning agency for the city, as the same is defined in Title 7, Chapter 3 of the Government Code of the state of California.

2.32.020 - Appointment—Terms.¶
Each commissioner shall serve at the pleasure of the city council and shall be appointed by the mayor with the advice and consent of the city council. The term of all members of the commission shall expire pursuant to Section 2.24.010 of this code.

2.32.030 - Appointment—Qualification—Compensation—Removal.¶
Each member of the planning commission shall be a legal resident within the city at the time of his or her appointment and during his or her tenure in office. Commissioners shall be appointed by the mayor with the approval of the council and may be removed at any time by affirmative vote of three members of the council. Compensation of commission members shall be set by resolution of the city council.

2.32.040 - Organization—Meetings.¶
The planning commission shall, immediately upon its appointment and taking office, elect a chairman and a vice-chairman from among its members, and thereafter annually, at its first regular meeting after July 1st of each year it shall elect a chairman and vice-chairman from among its members, shall adopt rules for the transaction of its business, shall keep a public record of its resolutions, transactions, findings and determinations, and shall hold at least one regular meeting each month.

2.32.050 - Planning director—Designated—Function—City liability.¶
The planning director of the city of Carpinteria shall be ex officio the secretary of the planning commission; and all officers, employees of the city shall cooperate and furnish all reasonable and necessary assistance to the planning commission. Whenever in this municipal code or any other ordinance of the city the words "city planner" are used, they shall refer to and mean the planning director of the city. The planning commission shall have no authority to employ any person or incur any liability on behalf of the city; provided, however, that the members of the planning commission shall be allowed reasonable and normal expenses in the performance of their duties.

2.32.060 - Board of zoning adjustment—Designated—Duties.¶
The planning commission shall act as a zoning board of adjustment and shall have all responsibilities and all duties as may be imposed by the law or by the city council.

2.32.070 - Responsibilities.¶
The planning commission shall have the responsibilities for:
A. Developing and maintaining the general plan;
B. Developing such specific plans as may be necessary or desirable;
C. Periodically reviewing the capital improvement program of the city;
D. Preparing, adopting and recommending to the council plans and drafts of such regulations, programs and legislation as may, in its judgment, be required for the systematic execution of the general plan;
E. Acting as an advisory agency for the council in connection with State Map Act;
F. Investigating and recommending plans to the council for the improvement and beautification of the city, including matters such as the opening, straightening, widening, closing of or parking on streets, improvement and development of public streets, improvement and development of public buildings and works, the subdivision of lands and the supplementation or the change of zoning regulations and districts;
G. Acting as a zoning board of adjustment;
H. Such other functions and duties as imposed by law or as the city council may provide.
