2.20.010 - Definitions.¶
The following terms shall have meanings as follows:
A. "Department" means it refers to a principal division of the city government under which similar or elated activities are administered.
B. "Director" means it refers to the usual title of department heads, excepting the city attorney.
C. "Division" means it refers to a functional unit of the city government under which a particular category of services is administered. The units, when combined, constitute a department. A department may consist of a single division or a number of divisions depending on its scope.
D. "Program" means it refers to a budget category of services or projects designed to meet a particular community need or requirement. The responsibility for program delivery is assigned to specific departments and divisions, however, the staff involved in carrying out a program may come from multiple departments and/or divisions.

2.20.020 - Departments created and designated.¶
The following departments are created:
A. General government;
B. Administrative services;
C. Community development;
D. Public works;
E. Parks, recreation, and community services.

2.20.030 - Departments, divisions—Programs generally.¶
The various departments and divisions of the city, under the direction and supervision of the city manager, shall be responsible for the programs prescribed in this chapter.

2.20.090 - Revision of municipal organization.¶
The city council from time to time may add, delete or modify the various departments, divisions and offices of the city by amendment of Sections 2.20.040 through 2.20.080, inclusive. The various offices, except that of the city manager, are primarily used to allocate costs for various functions, usually of a staff nature, and therefore, are not described in these sections to meet the current needs of the city. The provisions of Sections 2.20.040 through 2.20.080, inclusive, shall be directory and not mandatory.
