15.32.010 - Plumbing Code adoption.

That certain Plumbing Code as adopted in Section 15.08.100 is enacted as the primary plumbing code of the city and made a part of this Code by reference with the same force and effect as if fully set forth in this Code with the modifications set forth in Section 15.32.020.

15.32.020 - Modifications to the Plumbing Code.

A. Sewage Pump Signaling Device. Section 710.9 is hereby amended by adding the following sentence:

All occupancies shall be provided with an approved visual and audible signaling device to provide warning in the event of pump failure.

B. Add a new Section 721 Table 7-7 to read as follows:

Location of building drain. All building drainage piping located outside of the building footprint shall be in accordance with the requirements of the Carpinteria Sanitary District.

C. Adequate Potable Water Required. Section 601 shall read as follows:

Except where not deemed necessary for safety or sanitation by the administrative authority, each plumbing fixture shall be provided with an adequate supply of potable running water from an approved water system or well, watercourse or spring, piped to the building site in an approved manner, so arranged as to flush and keep it in a clean and sanitary condition without danger of backflow or cross-connection. Water closets and urinals shall be flushed by means of an approved tank or flushometer valve. Faucets and diverters shall be connected to the water distribution system so that hot water corresponds to the left side of the fittings.

D. Water Piping. Section 609.3 shall read as follows:

No galvanized water piping shall be installed within any concrete slab or in the ground under a concrete slab within a building.

E. Joints in Copper Tubing. Section 609.3.2 shall read as follows:

Copper tubing shall be installed without joints where possible. Where joints are permitted under a concrete floor slab resting on the ground, they shall be brazed or 95-5 soldered and fittings shall be wrought copper.

F. Water Piping. Section 609.1 is amended by adding the following paragraph:

EXCEPTION—Where it can be determined that a soil condition exists which could be detrimental to copper water piping located under a concrete floor slab resting on the ground, the administrative authority may prohibit such installation.

G. New, replacement or expanded private sewage disposal is not permitted within the city except under conditions involving financing hardship or engineering infeasibility as determined by the building official.

H. Clothes washer. Footnote 4 of Table 4-1 shall read as follows:

One washer or standpipe per seven dwelling units or fraction thereof; not fewer than two washers or standpipes for apartment buildings having three or more living units.

I. Car Washes. All commercial car wash facilities shall have water recycling systems approved by the administrative authority.

The city council of the city expressly finds that the provisions of the subsections of this section of the plumbing code are necessary to meet local conditions where chemically aggressive water, soil conditions and topographic conditions require the foregoing amendments to assure the public health and welfare.

15.32.030 - Plumbing permit and plan-checking fees

A. A fee for each plumbing permit shall be paid to the building official as set forth by resolution of the city council. For the purpose of this section, a plumbing drainage outlet on or to which a plumbing fixture or appliance may be set or attached shall be construed to be a fixture, and an appropriate fee charged therefor.

B. A food waste disposer installed in a dwelling unit at the time of the original kitchen sink shall be considered as part of the sink and no additional plumbing fee shall be charged therefor.

C. A dishwasher arranged to discharge either into a food waste disposer or a separate trap shall require a separate fee as a plumbing fixture.

D. Fees for reconnection and retest of existing plumbing systems in relocated buildings shall be based on the number of plumbing fixtures, gas systems, water heaters, etc., involved.

E. A plan-checking fee shall be paid as set forth by resolution of the city council. No plan-checking fee shall be required for minor work in any occupancy when plumbing plans are not to be submitted.
