9.08.010 - Storing refuse vehicle unlawful—Exception.¶
No person shall store, park or otherwise keep any vehicle, including trailer or portable container used in conjunction with any vehicle for collection, transporting, depositing or disposal of garbage, refuse or human or animal waste except as permitted by this chapter.

9.08.020 - Permit required.¶
Any person desiring to store or park any such vehicle shall first apply for and obtain a permit from the planning department. No such permit shall be required for the parking of any such vehicle while actually engaged in the collection of any garbage, refuse or human or animal waste, nor for the keeping of any container at a point of collection by one receiving collection service.

9.08.030 - Application.¶
Each application for a permit shall be accompanied by a plot plan showing the proposed use of the property for such storage or parking and shall contain a statement of the following information:
A. The location of the property;
B. A description of the improvements, including the uses thereof, located within one hundred fifty feet of the boundary lines of the property for which the permit is sought;
C. Use of the vehicles or containers which will be stored or parked;
D. The time of day during which such vehicles or containers will be kept on the premises;
E. The number of vehicles or containers which will be kept on the premises;
F. Such other information as the planning department may require.

9.08.040 - Issuance when.¶
The planning commission may grant a permit in accordance with any such application for the parking or storage of any such vehicle or container within any "M" zone, as defined in Title 19 of this code, if it finds that the granting of such permit will not be detrimental to the public health, safety or general welfare and will not be contrary to or in conflict with the general purposes and intent of Title 19. Any permit so issued shall provide the following:
A. No such vehicle or container shall be stored or parked closer than one hundred fifty feet to any residence or restaurant.
B. The storage area shall be surrounded by a six-foot solid wall with no opening for the passage of vehicles in excess of twelve feet in width. Any such opening shall be fitted with self-closing gates of solid material.
C. There shall be no cleaning or maintenance of such vehicle or container.
D. There shall be no transfer of garbage, refuse or human or animal waste from one vehicle or container to another.
