9.06.010 - Multifamily recycling facilities.¶
To protect public health, safety and well-being and to control the spread of vectors, the person in charge of day-to-day operations at each lot located in the city which has thereon five or more residential dwellings or condominium units, or a mobilehome park, shall provide a recycling program, including recyclable material, as defined in Section 9.04.020, and, if applicable, green waste, as defined in Section 9.04.020, for such residential units, condominium units and mobilehomes, in accordance with each of the following:
A. The person in charge of day-to-day operations of each lot located in the city which has thereon five or more residential dwellings or condominium units, or a mobilehome park, shall provide containers for the temporary accumulation and storage of recyclable material at each area or place on the lot at which the person in charge of day-to-day activities provides containers for the temporary accumulation and storage of solid waste or, in the alternative, participate in a city-approved recycling program.
B. The containers for the temporary accumulation and storage of recyclable materials shall be placed adjacent to the place where containers for the collection of other forms of solid waste are located.
C. The person in charge of day-to-day operations of each lot located in the city which has thereon five or more residential dwellings or condominium units, or a mobilehome park, shall provide for the collection of recyclable materials not less often than once per week.

9.06.020 - Definitions.¶
The definitions set forth in Chapter 9.04 shall be applicable to this chapter.

9.06.030 - Recycling reporting requirements.¶
To enable the city to meet its obligations to meet solid waste recycling goals and to report its progress in meeting such goals, each person who collects recyclable material and source-separated recyclable solid waste shall submit reports to the city manager on the types and quantities of recyclable materials and recyclable solid wastes which are disposed of, sold to end users, or which are sold to exporters or transporters for sale outside of the city. The city manager may adopt regulations pursuant to this section that are reasonable and necessary for the city to meet its reporting requirements. The regulations shall not impose an unreasonable burden on the handling, processing and marketing of recyclable materials or recyclable solid waste.
