10.48.010. - Advertising vehicles.¶
No person shall operate or drive any vehicle used for advertising purposes or any advertising vehicle equipped with a sound-amplifying or loud-speaking device upon any street or alley at any time without a permit issued by the public works director or chief of police.

10.48.020. - Animal-drawn vehicles.¶
No person shall drive any animal-drawn vehicle into or within the central traffic district except on occasions where the city council has designated a special event, such as Mule Days, Labor Day or special day of celebration.

10.48.022. - Permits.¶
The city administrator, with approval of the city council, may issue permits for such activities subject to such reasonable conditions as the administrator may impose. The city administrator has authority to promulgate rules and regulations relating to such permits.

10.48.024. - Principal also liable.¶
Any person or entity, or any officer or director thereof, employing any employee shall also be liable for the violation of any provision of this chapter by the employee.

10.48.026. - Indemnity.¶
The holder of any permit issued under the terms of this article shall always release, indemnify, defend and hold harmless the city, its officers, agents and employees from and against any and all claims, actions, causes of action, demands, judgments, costs, expenses and all damages of any kind and nature incurred by or inuring to any person whatsoever predicated upon injury to or death of any person or damage to property, public or private, or whatever ownership, or damage to business, provided such injury, death, loss or damage shall arise out of or be connected directly or indirectly with the exercise of any right or privilege granted by such a permit.

10.48.028. - Insurance requirements.¶
A. No permit shall be issued or remain in effect unless the permittee, at the permittee's expense and without cost to the city, shall procure, maintain in force, and file with the city administrator, sufficient evidence of a general liability policy naming the city as an additional insured covering bodily injury, including death, in the amount of $1,000,000.00 for any one person; $1,000,000.00 for two or more persons in any one accident; $1,000,000.00 coverage for injury in any one accident; $1,000,000.00 for injury to or destruction of property of others in any one accident, $1,000,000.00 per occurrence/aggregate.
B. Such insurance coverage constitutes a minimum requirement and shall in no way be deemed to limit or lessen the liability of the permittee under the terms of such permit.
C. An endorsement shall be included on the required policy, providing for 30 days' notice to the city in the event of any material change or cancellation.

10.48.029. - Designated hours and areas of operation.¶
The city administrator shall promulgate rules and regulations establishing the appropriate hours of operation and the acceptable areas and street in which horse-drawn carriages may be operated. For traffic reasons, the number of horse-drawn carriages operated in any area may be limited. It is unlawful for any person to operate a horse-drawn carriage at other times or locations than those permitted.

10.48.030. - Commercial vehicles prohibited from using certain streets.¶
A. When any resolution of this city designates and describes any street or portion thereof as a street, the use of which is prohibited by any commercial vehicle, the public works director shall erect and maintain appropriate signs on those streets affected by such ordinance.
B. Those streets and parts of street established by resolution of the council are declared to be streets, the use of which is prohibited by any commercial vehicle. The provisions of this section shall not apply to passenger buses under the jurisdiction of the public utilities commission.

10.48.040. - Animals.¶
No person shall herd, drive, ride or lead any horse or cow into or within the central traffic district without first having obtained from the chief of police of the city a permit authorizing the same.

10.48.050. - Parades.¶
No person or persons shall parade on the streets of the city without first having obtained a permit from the chief of police. Applications for parade permits will be filed with the chief of police at least 30 days prior to the effective date thereof and the chief of police shall immediately upon receipt of such application notify the public works director, who shall determine the necessity for and provide such barricades, signs, flares and other devices as may be necessary to assure the normal and safe flow of traffic during parade hours.
