10.04.010. - Defined terms.

The following words, terms and phrases, when used in this title, shall for the purpose of this title have the meanings respectively ascribed to them in this chapter.

10.04.020. - Applicability of state vehicle code.

When any words or phrases used in this title are not defined but are defined in the Vehicle Code, the Vehicle Code definitions shall apply.

10.04.030. - Central traffic district.

Central traffic district means all streets and portions of streets within the area described as follows: all that area bounded by the north city limits on the north, the south city limits on the south, a line 200 feet east of Main Street, parallel to Main Street on the east and a line 200 feet west of Main Street, parallel to Main Street on the west.

10.04.040. - Coach.

Coach means any motor bus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers.

10.04.050. - Curb.

Curb means the lateral boundary of the roadway whether such curb is marked by curbing construction, or not so marked. The term "curb" does not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights-of-way of public utility companies.

10.04.060. - Divisional island.

Divisional island means a raised island located in the roadway and separating opposing or conflicting streams of traffic.

10.04.070. - Holidays.

Holidays are January 1, February 12, the third Monday in February, May 31, July 4, the first Monday in September, September 9, the second Monday in October, November 11, Thanksgiving Day and December 25. If January 1, February 12, May 31, July 4, September 9, November 11 or December 25 fall on a Sunday, the Monday following is a holiday.

10.04.080. - Loading zone.

Loading zone means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

10.04.090. - Official time standard.

When certain hours are named in this title, such hours mean Pacific Standard Time or Daylight Savings time as may be in current use in the city.

10.04.100. - Parkway.

Parkway means that portion of a street other than a roadway or sidewalk.

10.04.110. - Passenger loading zone.

Passenger loading zone means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.

10.04.120. - Police officer.

Police officer means every officer of the police department of the city or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations.

10.04.130. - Stop or stand.

Stop or stand, when prohibited, means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
