2.04.010. - Place of meetings.

Regular meetings of the city council shall be held in the council chambers of the City Hall at 301 West Line Street, Bishop, California. Special meetings of the city council shall be held at such time and place as is otherwise permitted by law.

2.04.020. - Time of regular meetings.

Regular meetings of the city council shall be held on the second and fourth Mondays of each month commencing at 6:00 p.m.

2.04.030. - Salaries.

Each member of the city council shall receive a salary in the amount of $550.00 per month, payable monthly, and shall further receive such traveling expenses, mileage, benefits and other necessary expenses as may be allowed for the same by the city council.

2.04.031. - Retirement medical benefits.

A.

Councilmembers who leave elective office shall be deemed to be retired officers and employees of the city for all purposes after having served eight full years of councilmember service as an elected official with the city and having reached a minimum of 65 years of age at the time they leave such position. These above requirements for medical benefits shall not be applicable to councilmembers who were on the city council as of November 1, 2016. Councilmembers who were on the city council as of November 1, 2016, are entitled to medical benefits if they have served two full terms or 7.5 years on the council as an elected official with the city and having reached a minimum of 62 years of age at the time, they leave such position.

B.

Such retired councilmembers shall be eligible for payment of the monthly premium cost for the member and dependents up to a maximum cost of the least expensive plan offered by the public employees retirement system (PERS) which is available to city employees and subject to requirements placed upon participants by such plans relating to off-setting cost contributions from Medicare, etc. Any cost share of the medical coverage premiums for eligible dependents added by retired councilmembers will be paid by the members at the rate established by the city. These benefits are subject to PERS health plan regulations and/or modifications established by the city council which is in accord with guidelines established by PERS relating to health benefits for active and retired employees.

2.04.040. - Filling of vacancies.

A.

When a vacancy occurs on the city council, the city council shall, in its discretion, either appoint a person to fill the vacancy, or in the alternative, shall call a special election to fill the vacancy pursuant to the provisions of Government Code § 36512(b).

B.

Notwithstanding the foregoing, no appointment shall be made to fill a vacancy on the city council if the appointment would result in a majority of the members serving on the city council having been appointed. In such case, the vacancy shall be filled pursuant to the provisions of Government Code § 36512(d).

C.

A person appointed or elected to fill a vacancy on the city council holds office for the unexpired term of the former incumbent.

D.

Nothing herein shall limit the power of the city council to appoint a person to the city council pursuant to the provisions of the Election Code § 10229.
